Reporting to: National Conveyor Project Management Unit (NCPMU) Director
Location: Amman – Jordan.
BACKGROUND
The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, financial management, policy development and implementation, and capacity-building efforts.
JOB SUMMARY
The Utilities & Authorities Interface Senior Engineer will serve as the central interface between the NCPMU, public authorities, and utility entities to ensure full readiness for construction and implementation of the project components.
In addition to leading governmental coordination processes, the Engineer will proactively coordinate with all relevant utility providers (water, wastewater, electricity, telecom, gas, municipalities, roads, etc.) to identify, assess, and resolve design and site clashes. The role will ensure timely relocation, protection, modification, or integration of existing utility infrastructure in line with construction schedules.
DUTIES AND RESPONSIBILITIES:
The incumbent’s main responsibilities include, but are not limited to:
Serve as the primary liaison between NCPMU and government authorities in relation to utilities and permitting (tax excluded).
Design and implement coordination systems and workflows with public entities.
Monitor utilities relocation permits, approvals, and authorizations.
Resolve inter-agency conflicts related to regulatory processes.
Monitor Project Company’s government-related obligations, related to the utility’s relocation and protection.
Identify and document utility clashes during design and pre-construction phases.
Coordinate technical meetings to resolve design conflicts with utilities.
Track progress of submissions and approvals.
If needed, review the invoices submitted by the utilities undertakers for the works performed.
Monitor and report risks related to utilities that may affect construction progress.
Support the development of a Utility Clash Resolution Matrix and tracking dashboard, and the integration with the existing NCPMU risk management tools.
Escalate unresolved conflicts to senior management when needed.
Ensure that utility coordination requirements are embedded in construction planning and proactively addressed, by maintaining close coordination with design consultants, construction contractors, and project planning teams.
Ensure compliance with Jordanian laws and regulatory requirements.
KNOWLEDGE, SKILLS, AND ABILITIES
Strong understanding of construction sequencing and site readiness requirements.
Stakeholder management across government and utility providers.
Risk identification and mitigation planning related to construction interfaces.
Proved experience in government permits, the GAM, Public Works and Housing, Municipalities, etc.
Strong experience in utility coordination and infrastructure projects.
Ability to review technical drawings and identify potential clashes.
Good knowledge of Jordan laws and regulations relevant to the permitting process.
Government liaison, close follow-up, and public sector coordination skills
EDUCATION AND/OR EXPERIENCE
Bachelor’s degree in civil engineering, a master’s is preferred.
Minimum 8 years of experience, including 5 years in infrastructure projects, Utility coordination, Permitting and regulatory processes, Construction interface management, or relevant tasks to the job.
