FIN/ HR ASSISTANT (Full time)
CONTEXT
Médecins Sans Frontières is a private, non-profit international humanitarian organization dedicated to providing medical
assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation. Médecins Sans Frontières is seeking to hire a FIN/ HR ASSISTANT for its office in Amman
SCOPE OF RESPONSIBILITIES
Execute administrative (HR, Finance) and legal related tasks, according to MSF Belgium and MSF France HR and Finance Coordinators indications and MSF procedures, to ensure legal compliance and keep a strict control over monetary and HR resources.
Execute transit, movement and immigration related tasks to ensure smooth arrival/departure and stay in Amman and ensure all international mobile staff have valid visa/work permit for their stay in Jordan.
Accountabilities:
Execute administrative and legal related tasks, under supervision of the HR and/or Finance Coordinator, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments.
Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
Update Social security & Tax office employee files in order to meet legal requirements and duties.
Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF ’s interests.
Follow up all expiring rental contract dates and inform the HR and/or Finance Coordinators in order to leave enough time to arrange a renewal or look for some other alternative.
Assist the HR and/or Finance Coordinators in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
Process the payment to suppliers and keep strict on all documentation involved, informing the administration manager of any sort of disparity.
Carry out all accounting tasks and activities in order to ensure strict control of all expenditures and the reliability of statements and documentation.
Make all administrative information available to the staff (posting, meetings, etc.)
Classify and prepare all accounting pieces as requested by the Finance Coordinator
File the accounting documents and enter the accounting pieces in the accounting software, with the support from the Finance Coordinator and/or the Accounting Manager (ACMA).
Support the Head of Mission, HR Coordinator and/or Finance Coordinator in translating documents into local language. Assists them in meetings upon request.
MSF Section/Context Specific Accountabilities
Specific accountabilities related to Transit, Movements and Immigration
Since 1st of March 2026, Activities in Occupied Palestinian Territories (Gaza, West Bank and East Jerusalem) is managed remotely from Amman in Jordan. All expatriates have been based since then in Amman, but this can change in the coming weeks or months. The HR/Finance Assistant is also acting liaison officer in charge of transit, movements and immigration related topics for MSF Belgium and MSF France, to ensure smooth arrival/departure and stay in Amman.
In conjunction with headquarters, transit focal points in Jerusalem and Amman protocol office manage visas, plane tickets and associated required processes for the arrival and departure of international staff to/from Amman. Send required documentation to HQ in a timely manner.
Work closely with MSF Belgium and MSF France HR Coordinators for the management of staff movements and stays in Amman (including local hired staff based in Jerusalem or West Bank when visiting coordination team in Amman) according to MSF's standards and procedures and according to the local legislation in order to ensure the smooth running of MSF's activities. Responsible for all administrative tasks related, including transportation, visa, preparation and scan/filing of IMS documentation/administrative documents according to MSF standards and local legislation (MSF cards, Missions orders, visas etc.), financial matters and lodging.
Ensure with the Log department the organization of movements (pick-up/drop-off at the airport and other needs of movements related to professional appointments)
Prepare visa and residency applications (exemption letter, residency declaration and appointment at the police station etc.) with the support of Amman Protocol Office.
Ensure the filing and follow-up during all the stay in Jordan (until the departure from Amman - end of mission).
Ensure regular contacts with MSF France Jordan mission and Protocol office to stay informed on policies and procedures related to movements, entry/work regulations for Jordan and updating accordingly MSF Belgium and France HR Coordinators
Responsible for updating the movement and immigration-related tools and expatriate HR files on sharepoint
Prepare and ensure that all staff based/transiting through Amman are picked up at the airport and receive MSF welcome package
o BFGs schedule,
o Perdiem,
o Welcome guide to Amman,
o Jordan mission security guidelines,
o Housing/room assignment,
o IT items (phones, SIM card, computer, email address etc.) > Inform and link with log team to have everything ready upon IMS arrival
Ensure proper management of guesthouses (supplies, coordination of cleaners etc.) and the follow-up of expiring rental dates. Inform the HR Coordinator and Log Coordinator in order to leave enough time to arrange a renewal or look for some other alternative
Link with Jerusalem transit focal points and HR Coordinators to organize briefings upon arrival and debriefings before departure for all the expatriates of the mission with coordination and/or project teams
Focal point in the office for the following tasks:
Ensure working stations are fully equipped
Coordinate the calendars for the meeting rooms
This list is not exhaustive and additional tasks could be delegated by HR and/or Finance Coordinators.
Requirements:
Education: Desirable finance, business, HR or administration related diploma.
Experience: Essential previous working experience of at least two years in relevant jobs.
Desirable experience in MSF or other NGOs in developing countries.
