The purpose of a Core Competency (CC) Technical Officer position (Lawyer) is to contribute with specific technical competences to project implementation. This position will normally not entail management responsibility of staff, but under certain circumstances the job may entail management responsibility for a very limited number of staffs at assistant level. These circumstances can either be related to a time-bound support or permanent but limited-scope administrative support. If supervision of technical or a wider range of staff is needed, the position of Team Leader is to be used.
Role and responsibilities
The following is a brief description of the role.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.
Ensure compliance with NRC policies, guidelines and standards 2.
Ensure compliance with CC strategy, tools, handbooks, guidelines and standards
CC specific technical responsibility for implementation of technical activities of CC project(s)
CC specific technical responsibility for tracking of financial expenditures for technical activities of CC project(s)
CC specific technical responsibility for the quality control and monitoring of project activities
CC specific technical responsibility for project documentation of technical activities of CC project(s)
Provide specific technical support and capacity building towards project staff
Provide specific technical analysis and feedback to NRC representatives in coordination forums
Assess, promote and document ideas for technical improvement and further program development options
Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
Promote the rights of IDPs/refugees/returnees in line with the advocacy strategy
IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)
IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contactors
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.
Provision of information, counselling and further legal assistance services to ICLA beneficiaries, in accordance with valid and applicable Jordanian laws and regulations
Legal case management of beneficiary cases, including entering and updating actions on ICLA database, providing updates on ICLA tools and necessary follow up within agreed deadlines.
Provide accompaniment to project participants to governmental entities and police stations to assist in obtaining their necessary documents.
Close liaison on legal matters with ICLA staff caseworkers in order to provide accurate and updated advice to ICLA beneficiaries Provide legal counselling on the issues related to the Civil Status Law, Landlord and Tenants Law, and Labour Law
Monitor of the court representation cases by ICLA external lawyers and proper case file preparation prior to the court sessions
Provide collaborative dispute resolution (CDR) and accompaniment services to beneficiaries when relevant
Draft legal agreements and contracts, conduct legal analysis for laws and regulations and provide legal reports as required
Contribute to the legal research, analysis and development of the training materials
Coordinate with NRC legal aid partners and other service providers to ensure a comprehensive service provision for ICLA beneficiaries through referrals and joint-online sheets Provide any other tasks as requested by the line manager.

Qualification requirement:
Law bachelor’s degree or higher

Certified Jordanian lawyer by the Jordanian BAR Association
