Position Title: Country Manager / Business Development Manager – Upstream Oil & Gas

Role Overview
HINCO Group is seeking a highly experienced Country Manager / Business Development Manager to spearhead upstream oil & gas operations, drive business growth, and strengthen the Group’s presence across key geographies. The ideal candidate will have over 20 years of progressive experience, preferably with Tier-1 oilfield service companies (e.g., SLB, Halliburton, Weatherford), coupled with a proven operational and commercial track record in Libya, Egypt, and Iraq. This role requires a dynamic leader with strategic vision, technical expertise, and exceptional business development capabilities.
Key Responsibilities
1. Strategic Leadership
- Develop and execute the company’s upstream oil & gas strategy across assigned markets.
- Lead market entry, expansion, and positioning activities in Libya, Egypt, Iraq, and neighboring regions.
2. Business Development & Client Relations
- Identify, pursue, and secure new business opportunities with NOCs, IOCs, and regional operators.
- Build and maintain strong relationships with key stakeholders, regulators, and government entities.
- Oversee bid preparation, tendering, and contract negotiations for upstream services.
3. Operational Oversight
- Ensure compliance with local laws, regulations, and HSSE standards.
- Supervise the setup and management of camps, facilities, and logistics for project execution.
- Monitor project delivery, quality, and cost control.
4. Financial & Commercial Management
- Drive revenue growth, profitability, and market share across target markets.
- Manage budgets, forecasts, and full country-level P&L accountability.
5. Team Leadership
- Build, mentor, and lead multicultural, cross-functional teams across multiple geographies.
- Establish and track KPIs aligned with corporate objectives.
6. Additional Responsibilities (Integration with HINCO Group Strategy)
- Grow and expand HINCO Group’s midstream oil & gas projects.
- Oversee oil & gas trading and services.
- Manage HINCO Group upstream projects.
- Lead oil & gas equipment trading and development initiatives.
- Manage and develop crude oil trading operations and related services.
- Oversee oil & gas product trading activities, including negotiations, contracts, and strategic partnerships.
Qualifications & Experience
- Education:
- Bachelor’s or Master’s degree in Petroleum Engineering, Mechanical Engineering, or related discipline.
- MBA & PMP is considered an advantage.
- Experience:
- Minimum 20+ years of experience in upstream oil & gas, with leadership roles in business development and country management.
- Proven experience with SLB (Schlumberger), Halliburton, Weatherford, or equivalent Tier-1 service providers.
- Extensive working background in Libya, Egypt, and Iraq, with established networks in these markets.
- Skills & Competencies:
- Strong technical knowledge of exploration, drilling, completions, and production services.
- Exceptional business acumen with a proven record of winning contracts and delivering growth.
- Excellent negotiation, communication, and stakeholder management skills.
- Fluency in English; proficiency in Arabic.
