Position Title: Director of Operations and Administrative Development
Job Purpose:
The purpose of the position is to oversee and manage the organization’s daily operational and administrative functions, including facilities management, warehousing, logistics operations, and aid distribution. The role aims to improve operational efficiency, strengthen storage and inventory systems, and ensure effective management of assets and facilities in compliance with organizational policies, donor requirements, and local regulations, while supporting the efficient implementation of programs and projects.
Key Responsibilities
- Lead and manage the daily operations of administrative and operational support functions, ensuring efficient and high-quality service delivery.
- Manage JOHUD’s warehouses and storage facilities and ensure effective organization of materials, equipment, and assistance supplies.
- Oversee inventory systems, ensure the accuracy of stock records, and conduct periodic stock counts.
- Utilize electronic systems and ERP systems to manage inventory and document the movement of materials.
- Coordinate logistics for the distribution of assistance and program materials in collaboration with JOHUD Community Development Centers.
- Ensure proper documentation of distribution activities and prepare the required operational reports.
- Manage organizational assets and warehouse systems, ensuring proper documentation, inventory control, and distribution.
- Oversee fleet operations, including vehicle scheduling, safety, maintenance, and driver supervision when applicable.
- Supervise facilities management, including cleanliness, safety, and routine maintenance of offices, centers, and warehouses.
- Coordinate maintenance, rehabilitation, and infrastructure works with contractors and service providers.
- Prepare work schedules for cleaning and maintenance teams and monitor their implementation.
- Supervise procurement processes to ensure transparency, competitiveness, and compliance with organizational and donor policies.
- Oversee document management, filing, and archiving systems in compliance with internal and legal requirements.
- Coordinate legal matters and contracts with external legal advisors when necessary.
- Monitor and follow up on organizational investments, ensuring proper documentation and reporting.
- Manage the operations and logistics team, assign tasks, organize work schedules, and build staff capacity.
- Train staff on inventory management systems, storage procedures, and operational standards.
- Maintain continuous coordination with the Finance Department regarding procurement, asset management, and inventory.
- Contribute to administrative budget planning and monitor operational expenditures to ensure cost efficiency.
- Ensure all administrative and operational processes comply with organizational policies, donor regulations, and local laws.
- Identify operational gaps and implement improvements to strengthen efficiency and operational performance.
Required Qualifications and Experience
- Bachelor’s degree in Business Administration, Management, Public Administration, or a related field.
- 7–10 years of relevant professional experience in operations, logistics, or administrative management.
- Previous experience in NGOs, international organizations, or humanitarian programs is highly desirable.
- Strong knowledge of administrative operations, logistics, procurement, warehouse and asset management, and facilities management.
- Good understanding of donor compliance requirements and NGO operational standards.
- Proven experience in supervising operational teams and managing day-to-day operations.
- Strong organizational, leadership, and problem-solving skills.
- Ability to work in field environments and manage operational activities effectively.
- Strong communication skills in English; Arabic is an advantage.
- Proficiency in MS Office and administrative management systems or ERP systems.
- Highly organized, reliable, and results-oriented.
