Position Objective:
Manage and oversee OSP materials standardization, type approval processes, material testing, auditing activities, and related technical procedures to ensure compliance with project standards, operational efficiency, quality assurance, and successful telecom network deployment. Support network evolution initiatives through technical evaluation, material optimization, supplier coordination, and continuous improvement of OSP material processes and standards.
Job Description & Responsibilities:
- Conduct market analysis and benchmarking activities to maintain awareness of international OSP material developments and propose suitable solutions for network evolution and deployment requirements.
- Support the establishment, development, and operational management of the OSP Test Laboratory in coordination with management and relevant stakeholders.
- Evaluate material availability with suppliers and manufacturers to ensure alignment with project deployment schedules and operational requirements.
- Develop, update, and maintain standardized OSP material documentation, including technical specifications, installation procedures, operational guidelines, and testing standards.
- Assess the technical and financial benefits of new standardized materials to support CAPEX and OPEX optimization initiatives.
- Provide technical guidance, training, and support to regional teams regarding approved OSP materials, standards, and implementation guidelines.
- Review, improve, and maintain material specifications, technical standards documents (TS Docs), and related engineering documentation.
- Manage document control activities related to MIC numbers, technical specifications, and standardization records.
- Issue new technical standards documents and create MIC numbers for newly approved products and materials.
- Coordinate and follow up on the introduction and implementation of new materials and technologies within the network environment.
- Analyze material complaints and technical issues raised by contractors, project teams, vendors, and other stakeholders, and provide technical recommendations and corrective actions.
- Provide technical support during OSP Materials RFP preparation, evaluation, and vendor assessment activities.
- Act as the primary technical focal point (SPOC) for manufacturers and suppliers regarding type approval processes and technical evaluations.
- Define testing requirements and technical criteria for type approval evaluations and material qualification processes.
- Conduct technical evaluations of submitted material samples, laboratory test reports, and third-party testing documentation to ensure compliance with project standards and specifications.
- Review and verify technical documents submitted by manufacturers as part of the type approval process.
- Manage the full type approval process, including administrative verification, payment follow-up, sample validation, MIC verification, and technical compliance checks.
- Prepare and issue type approval evaluation reports, certificates, and withdrawal notices when required.
- Coordinate and manage activities with third-party testing laboratories to ensure quality, compliance, and testing accuracy.
- Perform random audits and inspections on delivered materials to verify quality compliance and adherence to approved standards.
- Conduct factory visits, supplier audits, inspections, and technical reporting activities to ensure manufacturing quality and compliance with project requirements.
- Manage the type approval signature and approval workflow process in accordance with company standards and procedures.
- Develop, implement, and continuously improve processes and procedures to enhance operational efficiency, technical performance, and quality management across all OSP material activities.
Qualifications & Experience:
- Bachelor’s Degree in Electrical Engineering, Civil Engineering, Telecommunications Engineering, or related field.
- Minimum 10 years of relevant experience in OSP materials management, telecom infrastructure, fiber network deployment, technical standards, or related engineering activities.
- Strong knowledge of OSP networks, telecom standards, engineering procedures, fiber technologies, equipment, testing methods, and implementation practices.
- Hands-on experience with OSP materials testing, type approval processes, technical evaluations, auditing activities, and standards management.
- Experience working with OSP material manufacturers, suppliers, telecom operators, or technical R&D/product development environments is preferred.
- Strong understanding of fiber access networks, civil works activities, and telecom infrastructure solutions and architecture.
- Excellent technical writing, documentation, presentation, communication, and time management skills.
- Strong analytical and problem-solving capabilities with attention to detail and process improvement initiatives.
