Program: Jordan Water Governance Activity (WGA)

Water Authority of Jordan (WAJ) - Amman, Jordan.
BACKGROUND
The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, financial management, policy development and implementation, and capacity-building efforts.
The Water Authority of Jordan (WAJ) has entered into a Management Contract (MC) for the Yarmouk Water Company (YWC) to improve the efficiency, performance, and sustainability of water and wastewater services in the Yarmouk service area. The Management Contract Performance Management Unit (MCPMU) is established to act as WAJ’s institutional mechanism to safeguard public interests, ensure accountability of the Management Contractor, and support successful implementation of the Management Contract throughout its duration.
JOB SUMMARY
The Technical Senior Specialist is responsible for monitoring operational, technical, and service delivery performance of the Management Contractor, ensuring achievement of deliverables and KPIs related to water and wastewater operations, and service quality, as well as the management of assets.
DUTIES AND RESPONSIBILITIES:
The incumbent’s main responsibilities include, but are not limited to:
Monitor and assess the Management Contractor’s performance against agreed KPIs and service standards.
Provide expert technical oversight on water utility operations, including water supply and distribution systems, Non-Revenue Water (NRW) reduction, energy efficiency, asset management, maintenance planning, and operational performance improvement.
Review and evaluate technical deliverables, operational reports, and performance dashboards.
Identify performance gaps, risks, and non-compliance issues and propose corrective actions.
Participate in regular technical and operational review meetings with the Management Contractor.
Participate in procurement committees and technical evaluations as required.
Coordinate Capital Investment Plan (CIP) matters between the Management Contractor, WAJ, and financing partners, ensuring alignment with contract priorities and sector strategies.
Review, discuss, and support approval of the Rehabilitation and Repair Fund (RRF) Annual Plan, including prioritization of enabling funds and assessment of commercial and institutional readiness.
Oversee and evaluate the implementation of asset management practices and ensure that robust asset management plans, procedures, and systems are in place and effectively applied.
Coordinate with the management Contractor to streamline reporting and approval workflows, and provide performance analytics.
Provide technical advice to WAJ management on strategic and operational matters related to water utility performance, infrastructure management, and service delivery improvement.
Prepare technical assessments, briefing notes, presentations, and recommendations for WAJ management and key stakeholders as required.
Perform other tasks as assigned by the direct supervisor.
KNOWLEDGE, SKILLS, AND ABILITIES
Strong understanding of the public sector regulatory and institutional framework governing water and wastewater services.
Strong analytical and reporting skills, with the ability to assess technical data, KPIs, and operational performance trends.
Full professional proficiency in Arabic and English (spoken and written).
Proficiency in Microsoft Office applications (Word, Excel, and PowerPoint).
Strong coordination and communication skills, with the ability to engage effectively with the Management Contractor, WAJ departments, YWC staff, and external stakeholders.
EDUCATION AND/OR EXPERIENCE
Bachelor’s degree in civil engineering or a closely related engineering discipline relevant to water and wastewater utilities.
Minimum of 8 years of relevant experience in utility operations, NRW programs, energy management, or infrastructure planning, along with demonstrated experience leading technical reviews and stakeholder coordination within the water sector.
Demonstrated experience with hydraulic systems and operational assets of utilities, including networks, pumping stations, treatment facilities, and related infrastructure.
Proven experience in utilities management, performance assessment, or technical supervision roles.
Prior experience working with donor-funded programs or international financing institutions is preferred, including familiarity with reporting and compliance requirements.
