A Deputy General Coordinator in charge of support services

MAIN RESPONSIBILITIES
The Deputy General Coordinator in charge of support services oversees the overall strategy and compliance, through the management of Logistics, Human Resources (HR) and Finance departments in the MdM Palestine mission.
S/He ensures the alignment of his/her support departments with MdM donors’, national authorities’ strategies, frameworks and procedures along with relevant legislation. Under the line management of the General Coordinator, and the technical management of the Desk Manager, s/he works in close collaboration with the Deputy General Coordinator for in charge of programs, along with key other departments where relevant such as – but not limited to – Grants, Security-Safety-Access, MEAL.
S/he can be temporarily appointed as acting General Coordinator where relevant.

ROLES
Support services leadership and strategic planning
Provide strategic oversight and contribute to a clear support services vision, advising the General Coordinator and the coordination team accordingly.
Proactively contribute to the development of key mission documents, in close collaboration with HQ when needed.
Participate in the coordination of strategic planning exercises as a member of the Country Management Team and supports their translation into an annual action plan in accordance with MdM policies and guidelines.
Contribute to the development, regular review and operationalisation of contingency plans to ensure continuity of the humanitarian response.
Oversee support services planning in close collaboration with coordination and base teams.
Advise on arbitration and corrective measures to be taken in the event of dysfunctions and/or incidents.
Support program teams in understanding support-related constraints and identifying appropriate solutions.
Proposal development and reporting
Contribute actively to key project cycle moments, including go/no-go decisions, kick-off meetings and other strategic coordination milestones.
Ensure timely involvement of support coordinators in proposal development, reporting processes and other external deliverables to donors and national authorities, leading when necessary.
Supervise the preparation by the support coordinators of all relevant analysis necessary to proposals development.
Contribute, as needed, to coordination with counterparts from other MdM operational chapters.
Support, together with the General Coordinator, the development of the mission’s donor portfolio, fundraising strategy and external representation efforts, as required.
Support services’ management and quality
Ensure quality and compliance of support services in line with MdM’s mandate, guiding principles, internal procedures, local legislation and donor requirements.
Lead the application of all administrative, contractual and legal obligations, mitigating organisational and legal risks.
Inform the General Coordinator in a timely manner of any significant challenges and proposes appropriate mitigation measures.
Ensure transparent and efficient management of mission resources, in close collaboration with the support coordinators and relevant HQ departments.
Develop and monitors key tools, KPIs and analyses to ensure effective oversight of support services and timely identification of discrepancies.
Ensure coherence and effective integration of all support components with program operations, in line with project cycle requirements and implementation timelines.
Contribute to institutional learning through the documentation and dissemination of lessons learned and best practices.
Ensure the support coordinators contribute to key project cycle moments (quarterly reviews, project close-outs, evaluations, partner reviews, etc.).

Lead the organization and follow-up of internal and external audits, ensuring corrective actions are implemented and internal control mechanisms are maintained.
Risk Prevention, Compliance and Anti-Corruption
Ensure the implementation of resource control processes in the field, in close collaboration with the support coordinators and the field coordinators
Ensure that all employees are aware of the proper management of resources (knowledge of tools, compliance with procedures)
Ensure adequate segregation of duties and clarity of roles and responsibilities within the mission
Identify financial, compliance and corruption-related risks at mission and base level, alert the General Coordinator and proposes mitigation and corrective measures.
Ensure the implementation of MdM’s anti-corruption and anti-fraud policies.
Ensure audit recommendations related to fraud and compliance risks are properly followed up at mission level.
Support, when required, the investigation and follow-up of complaints, fraud or misconduct cases.
Team Management and capacity building
Participate to the recruitment of staff under his/her direct and indirect supervision and ensure effective onboarding and performance follow-up.
Carry out appraisals as per MdM standard requirements and procedures
Provide day-to-day management and coaching to the support services team, including objective setting and performance monitoring.
Identifies capacity building needs and delivers trainings, refreshers and technical coaching as required.
Ensure effective coordination, communication and team dynamics within support services, taking appropriate action when challenges arise.
Supervise support coordinators and strengthens their capacity to provide quality support to field teams, ensuring access to relevant technical resources and HQ guidance.
Coordination and representation
Coordinate regular support team meetings and ensures follow-up and implementation of related action plans.
Participate actively in MdM coordination mechanisms and ad hoc meetings as requested by the General Coordinator.
Strengthen internal communication and information sharing across bases, coordination and HQ, including contributions to the monthly SITREP.
Promote effective collaboration between support services and program teams (technical, MEAL, Grants and Operations), acting as a facilitator or mediator when needed.
Ensure appropriate participation of program and technical teams in relevant coordination platforms, including within consortium and partnership frameworks.
Support the General Coordinator in external representation, networking and engagement with authorities, partners and donors, including during field visits when required.

Conditions of the job:
Based in Amman (Jordan), with regular field visits to Nablus, Jerusalem and Gaza upon security situation.
CONTEXT:
Médecins du Monde-France (MdM-F) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. Palestine Context
Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.
The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors.
Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centers over the past year.
Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will led MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions.
MdM Network
The MdM international network has 17 organizations (known as chapters). In Palestine, MdM Spain and MdM Switzerland implement in the WB and Gaza. MdM France works very closely with MdM Spain and MdM Switzerland.
SKILLS REQUIRED:
Education & Experience:
Master’s degree in one related field or project management
Support coordination profile, with experience in health projects.
At least 5 years’ experience in the humanitarian sector, including in complex contexts
At least 2 years of experience with a similar position
Experience with partnership
Experience in collaborating with authorities
Experience in multi-sectoral, regional and/or cofunded programming management
Experience/knowledge of the region is an asset
