About the Youth, Technology, and Jobs (YTJ) Project
The Government of Jordan (GoJ) has received financing from the World Bank to implement the Youth, Technology, and Jobs (YTJ) project, which has become effective in April 2020 and will continue until February 2027.. The YTJ project aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The project will build an impetus for private sector-led growth of the digital economy and make interventions to address specific constraints in the supply and demand sides of the digital economy. The Ministry of Digital Economy & Entrepreneurship (MoDEE) is the implementing agency of the YTJ project.
Established in 2019 under Article 31 of the Jordanian Constitution and Law No. (9) of 2019, “The Technical and Vocational Skills Development Law”, the Technical and Vocational Skills Development Commission (TVSDC) was mandated to motivate Jordanian youth to enroll in the TVET sector, contribute to job creation, promote entrepreneurship, address poverty and unemployment challenges, and support economic growth. Pursuant to Law No. (6) of 2025, the Amended Law on the Restructuring of Government Institutions and Departments, TVSDC was merged with the Accreditation and Quality Assurance Commission for Higher Education Institutions into a single entity under the name “Accreditation and Quality Assurance Commission (AQAC).”
Through the Youth, Technology, and Job (YTJ) project, the Ministry of Digital Economy and Entrepreneurship is supporting AQAC to achieve its mandate specially in relation to supporting the National Skills Council for ICT. In this regard YTJ will be supporting the Project Management Unit at AQAC to hire key positions that will enable it in achieving its objectives.
I. ToR Objective
The objective of this ToR is to recruit a Senior Security Engineer / Information Security Engineer for the AQAC Project Management Unit (PMU). The Senior Security Engineer / Information Security Engineer will design, implement, and manage information security controls, ensuring compliance with security standards and reducing organizational risk.
In addition, the Senior Security Engineer / Information Security Engineer will support the preparation and implementation of the PMU’s activities and will report directly to the PMU Manager, and will coordinate with DevOps, development, and management teams.”
II. Responsibilities of the Senior Security Engineer / Information Security Engineer
Design and implement security architectures and controls.
Conduct risk and vulnerability assessments.
Monitor, detect, and respond to security incidents.
Develop and enforce security policies and procedures.
Ensure compliance with applicable security standards
Produce key deliverables, including:
Security policies, procedures, and guidelines.
Risk assessment and vulnerability reports.
Incident response and investigation reports.
Compliance and audit documentation.
Security awareness materials (if required).
III. Eligibility and Minimum Qualifications
Minimum 4– years of experience in cybersecurity or information security.
Knowledge of ISO 27001, NIST, CIS frameworks.
Experience with SIEM, firewalls, IDS/IPS, and cloud security.
IV. Education Requirements
Bachelor’s degree in Information Security, IT, or related fields.
V. Duration of Assignment
The contract period is for one year, renewable, according to budget availability and performance The Senior Security Engineer / Information Security Engineer must diligently perform in a proper and efficient manner the duties set out within this ToR and any other tasks or responsibilities that may arise in relation to the AQAC needs.
