1.BACKGROUND AND CONTEXT
Oxfam has been active in Jordan since the 1990s, working with local partners to promote a future where women and youth can reach their full potential. Through humanitarian assistance for Syrian refugees and vulnerable Jordanians, Oxfam addresses urgent needs while driving long-term solutions to the socio-economic challenges faced by Jordan’s most vulnerable communities. Our efforts are grounded in building community resilience and using evidence from our projects to advocate for change at the policy level.
Following a recent Training Needs Assessment Survey, we have identified priority areas for Oxfam staff development. To bring this plan to life, we are seeking experienced training providers who can deliver high-quality and impactful training programs across these key areas, helping us strengthen our team and maximize our efficiencies.
2.SPECIFICATION OF English Language Training REQUIRED
The objective of these trainings is to enhance the English language proficiency of our team. A total of 16 staff members have expressed interest in participating, and since we are not yet certain of their current skill levels, they will be required to complete a placement test to determine the appropriate learning category.
The selected training provider will be responsible for designing and delivering tailored English-language training for our staff. The training should be practical, relevant to Oxfam Jordan’s humanitarian and development context, and include both pre- and post-assessments to measure progress and learning outcomes.
If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.
English Language Training:
Conduct placement test to assess the English proficiency of the staff assigned for the course. Followed by grading and evaluation report.

3.TIMEFRAME AND PAYMENT SCHEDULE
Remuneration is based on submission of final deliverables according to the schedule below.

Note: The above payment percentages and terms can be discussed and finalized at the contract stage.
Duration and Location:
The full training program—including planning, preparation, and delivery the training is expected to be completed no later than February 28th ,2026.
The training sessions will be conducted online within working hours, depending on the agreed structure, the nature of the training, and identified needs.
4.EXPERIENCE OR PROFILE REQUIREMENTS
The company/ individual(s) should have the following competencies:

The selected implementing entity will have the following qualifications (should be evident in the technical proposal and references of the submission):
Proven experience in conducting the required trainings.
Experience working with I/NGOs or similar organizations (preferred).
Excellent facilitation skills and ability to engage diverse audiences.
Fluency in English and Arabic (preferred but not required).

Only quotations with combined scores of at least 30 points for the technical award criteria (approach paper and CV) qualify for the financial evaluation.
Oxfam withholds the right to conduct interviews with one or more potential suppliers before an award decision is made. The purpose of the interview is to seek further clarification on the submitted quotations and learn more about the background and previous experiences of the potential suppliers and their teams.
