Background:
The Strengthening Infectious Disease Detection Systems (STRIDES) project, implemented by FHI 360 with funding from the U.S. Government (USG) and in close coordination with the Ministry of Health (MOH), supports Jordan’s national and subnational capacities to prevent, detect, and respond to infectious disease threats. The project contributes to the objectives of the Global Health Security Agenda (GHSA) by strengthening sustainable country capacities for surveillance, antimicrobial resistance (AMR) prevention and detection, and effective public health response.
Under Sub-Activity 2.2.2, STRIDES plans to strengthen in-country capacity for national and subnational AMR surveillance through targeted capacity-building activities.
In Jordan, STRIDES works closely with national partners, including the Ministry of Agriculture (MOA), Ministry of Health, Jordan Center for Disease Control, and other relevant stakeholders, to strengthen the early detection, reporting, and coordinated response to priority infectious disease threats.
This consultancy will support two Workshops three-days each refresher training in Amman for a total of 50 healthcare professionals representing up to 42 AMR surveillance sites. The training will focus on antimicrobial stewardship (AMS), strengthening hospital AMS programs, interpretation and application of antibiograms, and evidence-based antimicrobial prescribing.
Purpose of Consultancy:
The purpose of this consultancy is to engage a qualified AMS technical consultant to work in close coordination with STRIDES and the Ministry of Health (MOH) to review existing AMS resources and national priorities; develop and adapt the technical training package; deliver two three-day refresher training workshops; assess participant knowledge and learning outcomes; support participants in developing practical facility-level AMS action plans; and provide technical inputs to the training reports, lessons learned, and recommendations for future AMS strengthening.
Scope of Work:
Inception and technical review:
Participate in an inception meeting with STRIDES and MOH to confirm the assignment methodology, timeline, target participants, and expected outputs.
Review relevant AMR assessment findings, national AMS priorities, available antibiogram reports, treatment guidelines, and existing AMS training resources.
Identify priority knowledge and practice gaps and propose a practical training approach aligned with the Jordanian hospital context.
Development and adaptation of training materials:
Develop a detailed three-day agenda, session objectives, facilitation plan, and training methodology using adult-learning and participatory approaches.
Develop or adapt PowerPoint presentations, facilitator notes, participant materials, clinical case studies, practical antibiogram exercises, group-work activities, pre- and post-training assessments, participant evaluation forms, and facility-level AMS action-plan templates.
Ensure the technical package covers: AMR and AMS principles; building and sustaining an effective hospital AMS program; multidisciplinary AMS committees; governance, leadership, accountability, and reporting; hospital AMS policies and SOPs; annual AMS work plans and priorities; rational and evidence-based prescribing; empiric and targeted therapy; dose, route, duration, review, de-escalation and IV-to-oral conversion; interpretation and use of antimicrobial susceptibility results and antibiograms; AMS indicators and interventions; implementation barriers; and communication, teamwork, negotiation, feedback, conflict management, and behavior-change communication.
Revise all materials based on consolidated comments from STRIDES and MOH and obtain approval before use.
Training preparation and delivery:
Participate in a preparatory meeting with STRIDES, MOH, and any approved co-facilitators to ensure consistent delivery.
Deliver the first three-day workshop in Amman during the second week of November 2026 for approximately 25 participants.
Deliver the second three-day workshop in Amman during the third week of November 2026 for approximately 25 participants.
Use interactive presentations, group discussions, clinical case studies, antibiogram interpretation exercises, problem-solving activities, role-based communication exercises, and facility-level action planning.
Provide technical guidance to participants and support each participating facility to identify practical AMS actions.
Assessment, evaluation, and reporting:
Administer and score pre- and post-training assessments and analyze changes in participant knowledge.
Review participant feedback and identify topics requiring additional technical support.
Provide technical input to a brief report after each workshop and to the consolidated final report, including training outcomes, assessment results, participant feedback, lessons learned, facility-level action points, and recommendations for future AMS strengthening.
Submit all final approved technical materials and assessment tools in editable and final formats.
Deliverables and Timeline:
This deliverable-based consultancy requires up to 12 working days. All deliverables are subject to written acceptance by the STRIDES AMR & IPC Advisor. Submit all deliverables to the STRIDES AMR & IPC Advisor for review and acceptance. The dates below are from the SOW and are indicative until the solicitation and contract schedule are approved.

Period of Performance:
The anticipated period is November 01, 2026, through December 31, 2026, subject to final approval and contract issuance. The consultant may begin work only after execution of the applicable agreement and authorization from FHI 360.
Location and Travel Requirements:
The consultant will coordinate with STRIDES and the Ministry of Health and deliver two three-days refresher training workshops in Amman, Jordan. The participants will represent AMR surveillance sites across Jordan; the SOW does not require the consultant to travel to those sites.
All travel requires advance written authorization from FHI 360 and must comply with its travel policy.

Qualifications:
Advanced university degree in medicine, infectious diseases, clinical pharmacy, pharmacy, medical microbiology, public health, or another directly relevant health discipline.
At least five years of relevant professional experience in antimicrobial stewardship, rational antimicrobial use, infectious diseases, clinical pharmacy, microbiology, or AMR-related capacity building.
Demonstrated experience in establishing, strengthening, or evaluating hospital AMS programs, including governance, multidisciplinary committees, policies, SOPs, annual work plans, and monitoring indicators.
Demonstrated experience in interpreting and applying antibiograms and antimicrobial susceptibility results in supporting evidence-based prescribing.
Proven experience developing and delivering participatory training for healthcare professionals, including case-based learning and practical exercises.
Strong facilitation, communication, teamwork, negotiation, feedback, and behavior-change communication skills.
Experience working with MOH, hospitals, national technical committees, or international health programs is highly preferred.
Excellent written and spoken Arabic and English and demonstrated ability to prepare high-quality technical materials and reports.
The selected consultant shall be subject to prior review and written approval by STRIDES before engagement and commencement of any work under this assignment.
Evaluation Criteria
Proposals will be evaluated in accordance with the following criteria:

Payment will be based on approved deliverables. Payment will be made only with the written approval of each deliverable by STRIDES.
