The U.S. Embassy-funded Water Efficiency and Conservation Activity (WEC), project in Jordan, implemented by Tetra Tech International Development (www.tetratech.com/intdev) is currently accepting expressions of interest for a Water Audit Trainer. This position is short term consultant, based in Amman.
The Water Efficiency and Conservation (WEC) Activity aims to increase water-use efficiency and conservation in Jordan by applying commercial incentives across the agriculture, industrial, and municipal sectors, and by strengthening the Government of Jordan’s governance over irrigated agriculture. WEC also directly supports the National Conveyor Project (NCP), including the NCP Management Unit and technical assistance toward the NCP Readiness agenda related to treated wastewater. WEC plays a catalytic role in bridging the gap between new water supply and responsible water demand, helping Jordan translate policy into practice, complement infrastructure investments with operational readiness, and foster a national culture of water conservation that supports long-term resilience. By preparing institutions, large consumers, and farming communities to use new water efficiently, WEC creates the enabling conditions for the NCP to succeed and maximizes the impact of desalination investments
POSITION DESCRIPTION / SUMMARY:
Tourism is a key pillar of Jordan’s economy, contributing significantly to the national Gross Domestic Product (GDP) and employment, supported by the country’s rich archaeological, cultural, and natural attractions. However, as one of the world’s most water-scarce countries, Jordan faces increasing pressure to balance tourism growth with sustainable water use.
This intervention focuses on engaging a qualified water auditing trainer to deliver targeted, practical training on water auditing for selected staff of the Ministry of Tourism and Antiquities working at tourist and archaeological sites. The trainer will be responsible for building participants’ technical capacity to understand and apply water auditing principles, interpret audit findings, and translate them into actionable efficiency measures at site level.
The initiative aligns with MoTA’s environmental tourism classification standards and builds on a Memorandum of Understanding with the Ministry of Water and Irrigation (MWI). Under this partnership, MWI conducts water audits at 46 sites, while MoTA ensures implementation of water-saving technologies and promotes compliance. Overall, the intervention supports national water demand management goals and reinforces Jordan’s image as a sustainable tourism destination.
DETAILED RESPONSBILITIES:
Design and deliver water audit training for up to 92 MoTA staff (2 per facility) across 46 tourist sites.
Review and adapt training materials and manuals developed by WEC Activity in coordination with MoTA, MWI, and WEC Activity.
Conduct three two-day regional workshops (north, middle, south) using interactive and practical learning approaches.
Manage workshop logistics, attendance, evaluations, and certification support.
Provide post-training follow-up and prepare individual workshop reports and one consolidated final report documenting outcomes, evaluations, and recommendations.
LOCATION OF ASSIGNMENT:
This assignment will be conducted across all governorates of the Kingdom, according to the distribution of the tourism facilities. Transportation may be required as needed.
REPORTING:
The position holder will directly report to the Researcher at the Directorate of Tourism Product Development/ Ministry of Tourism and Antiquities, or his/her designer, and in coordination with WEC activity team.
QUALIFICATIONS:
Proven experience in water auditing, water conservation, or environmental sustainability training.
Bachelor’s degree with 3 years of relevant experience, or 8 years of relevant work experience in lieu of a degree in designing and delivering technical training workshops, preferably in water auditing and/or water sector related topics.
Strong knowledge of water-saving devices, efficiency measures, and facility-level water management practices.
Experience working with public or private facilities (hotels, commercial establishments, public institutions).
Ability to coordinate logistics, manage large training groups, and prepare training documentation.
Excellent communication and presentation skills in Arabic & English (written and spoken).
Ability to produce high-quality training materials, reports, and evaluation tools.
Experience in conducting field assessments or technical site visits is preferred.
The total expected level of effort (LOE) for this assignment is 15 Days within two months.
