"ARD INC, a Tetra Tech Company, implementing the Water Efficiency and Conservation Activity (WEC), administered by the U.S. Department of State through the Regional Foreign Assistance Office (RFA) at the U.S. Embassy in Amman, Jordan is currently accepting expressions of interest for a Water and Wastewater Specialist. This position is limited duration agreement, based in Amman.
Position Description/Summary:
Under the supervision of the Water and Treated wastewater (TWW) Policy and Planning Specialist, the Water and Wastewater Specialist will support or lead a range of technical assistance activities to support the National Conveyor Project Management Unit (NCPMU), associated readiness activities, and wider water sector institutions including the Ministry of Water and Irrigation (MWI), the Water Authority of Jordan (WAJ), the Jordan Valley Authority (JVA), utilities, and other agencies. WEC currently supports the NCPMU to operationalize its Readiness Functions, which includes monitoring and delivery, donor and finance coordination, and strategic communications for NCP Readiness Interventions. WEC also supports the NCPMU with technical assessments, market research, and strategic planning related to the NCP and NCP Readiness. WEC also works with the JVA, WAJ, MWI, and utilities on strategic interventions, including national strategies, assessments, strategic plans, and master plans for water and wastewater systems. The goal of these interventions is to facilitate preparation and readiness for the Kingdom’s water sector to receive and efficiently and sustainably manage the additional supply of potable water and to sustainably manage and allocate the additional supply of TWW that will be generated by the NCP to the irrigated agriculture and industrial sectors
Responsibilities:
Support WEC’s coordination and collaboration with the NCPMU including associated readiness activities and broader water sector agencies by developing and refining scopes of work; supporting and/or supervising the planning, delivery, and oversight of technical activities; activity-level budget and financial management and oversight; and providing quality assurance and control over technical deliverables. Scopes of work will cover various aspects related to NCP and NCP Readiness, including planning for water and wastewater infrastructure, water and wastewater allocation planning, wastewater reuse master planning, market assessments, and strategic planning, among other services.
Support proactive engagement with WEC leadership, USG, and NCPMU on developing potential technical assistance ideas that will advance planning, operationalization, sustainable management of the NCP, and sustainable management and reuse of anticipated additional supply of treated wastewater.
Provide technical leadership on all aspects of engineering-related tasks under NCP and NCP Readiness Interventions for water and wastewater, including supporting data collection and review for developing preliminary designs of water, wastewater, and reuse systems; validating data, planning assumptions and scenarios for strategic and detailed wastewater and reuse master plans; technical review of water, wastewater, and reuse models, hydraulic assessments , and other technical outputs generated under WEC’s technical activities; and providing other services as needed.
Support WEC’s leadership on advising the NCPMU Readiness Function team including the NCP Readiness Director, Monitoring and Delivery Team Lead and the Donor and Finance Coordination Team Lead on planning, coordination, and implementation of key tasks under the NCP Readiness Function Monitoring and Management Framework and in their work plan.
Support the design, management and implementation of grant activities with public and private sector stakeholders as they relate to the NCP and NCP Readiness in water and wastewater sectors.
Facilitate stakeholder consultations, working groups and technical advisory committees under NCP and NCP Readiness Activities.
Contribute to the preparation, review, revision, and finalization of project deliverables, communications and learning documents as required by project leadership.
Actively participate in coordination meetings within the component team, cross-component meetings and all-staff meetings and meetings with the NCPMU Readiness team when required, and contributing to a positive working environment across the team.
Qualifications:
Bachelor’s degree in civil engineering or related engineering discipline and a minimum of 3 years of relevant experience in water and wastewater infrastructure and management
Strong understanding of and demonstrated experience with water and wastewater infrastructure, water supply allocation planning, wastewater management and treatment, wastewater reuse systems, etc.
Demonstrated experience working with the Ministry of Water and Irrigation, Water Authority of Jordan, Jordan Valley Authority, and other water sector agencies on strategic planning, technical assessments, water and wastewater system development, tendering, supervision, and other similar interventions.
Demonstrated experience in engineering design and/or supervision in the water and wastewater sectors. .
Demonstrated experience with Environmental Impact Assessment (EIA) requirements and mitigation measures, including the identification and implementation of mitigation actions and environmental interventions for large-scale water and wastewater infrastructure projects.
Strong understanding of water sector functions, institutions, water and wastewater infrastructure, engineering interfaces and management systems for bulk water supply and treated wastewater management and reuse.
Strong analytical and relationship building skills, including ability to work in partnership with consultants, subcontractors, donors, and senior-level Government of Jordan representatives.
Ability to communicate effectively with persons and organizations on all levels relevant to the water sector.
Proficiency in relevant engineering software, including CAD, SewerGEMS, WaterGEMS, and WaterCAD, with the ability to support hydraulic modeling, GIS-based analysis, and related water and wastewater engineering interventions.
Excellent team management, communication, and stakeholder coordination skills.
Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner in both English and Arabic
Ability to travel within Jordan as needed
