POSITION SUMMARY
The Program Officer will contribute to the overall vision and strategy of the MCC Jordan program by managing the project portfolio for MCC partners based in Jordan. The primary responsibility of this role is planning, monitoring, evaluating, and reporting (PMER) for partner-implemented projects through MCC’s systems. The Program Officer builds and maintains relationships with partner organizations and provides quality accompaniment to partners and the projects they implement. The role reports to the MCC Jordan, Palestine and Israel (JPI) program Representatives, based in Amman. The role requires collaboration with other program staff, the Representatives, local finance staff, as well as occasional work with MCC headquarters staff. It will also require engagement with other INGOs, forums, and clusters where applicable. The Program Officer will also support the general operations of the MCC Jordan office in coordination with his/her supervisor and other MCC staff.

DUTIES AND RESPONSIBILITIES
Partner Accompaniment and PMER – 90%
Contribute to and support the overall vision and strategy for MCC’s work in Jordan.
Cultivate and maintain relationships with existing MCC partner organizations in Jordan.
Research and recommend new partnerships to the MCC Representatives.
Solicit and evaluate high quality concept papers from existing and new partners.
Planning: Support partners in the development of project proposals for MCC resources by providing technical assistance with situational and risk assessments, conflict analyses, gender analyses, logical frameworks, activity plans, monitoring and evaluations plans, and budgets.
Monitoring: Accompany partners in developing and implementing monitoring tools and activities (including data sources, collection methods, frequency, etc.) to capture and provide reliable data to measure impact.
Evaluation/Learning: Assist partners to evaluate the impact of their projects and ensure that learnings are captured and utilized in future projects.
Reporting: Work with partners to submit timely, accurate, and useful reports that document success on project indicators toward desired outcomes. Collaborate with MCC finance staff to ensure narrative and financial reports align.
Liaise with the MCC Planning, Learning & Disaster Response (PLDR) department on project progress, challenges, successes, and changes.
Assist with the preparation of project agreements and amendments.
Complete MCC internal partner assessments in coordination with other MCC staff according to the established timeline.
Enter and maintain accurate, up-to-date information and records related to projects and partnerships in the MCC database.
Schedule, report, and follow-up on all field visits with MCC partners.
Support MCC staff in providing partners with trainings aimed at strengthening their capacity, based on internal assessments and mutually agreed upon goals. This includes aspects of logistical planning and implementation of trainings and/or workshops.
Ensure MCC Procurement Policy is followed by partners and participate in both MCC and partner procurement processes as needed.
Contribute to MCC Communications by providing high-quality photos, videos, and stories from partners.
General – 10%
Represent MCC in international NGO and/or cluster meetings as needed and appropriate.
Nominate candidates to the Representatives to form a local Advisory Committee. Assist with scheduling meetings and preparing agendas for the Advisory Committee.
Attend MCC trainings and staff meetings, as well as staff retreats
Assist with day-to-day operations in the MCC Jordan office and other duties as assigned.
JOB QUALIFICATIONS, EXPERIENCE & SKILLS
Essential Qualifications
College or University degree required.
2-5 years of work experience in project planning, monitoring, evaluation, and reporting required.
Detail oriented person with the ability to take initiative and responsibility and to follow-through on tasks with limited supervision.
Flexibility/willingness to be interrupted and to handle multiple tasks simultaneously.
Proven organizational and administrative skills.
Excellent oral and written communication skills in Arabic and English with the ability to translate both spoken and written Arabic and English.
Must be willing to work with people from all cultures and faiths and be open to different points of view.
Ability to work as part of a team and collaborate across departments.
Demonstrated interest and involvement in issues of justice and peace.
Excellent computer skills, including Microsoft Word, Excel and database entry required.
Ability and willingness to travel frequently across Jordan (approx. 10% FTE), including remote and rugged areas.
Must be legally allowed to live and work in Jordan.
Valid Jordanian driving license.
Preferred Qualifications
Studies and/or certifications in international/community development, statistics, project management, non-profit management, public health, or public administration
Experience in the following sectors: peacebuilding, health, education, food security and livelihoods, humanitarian assistance, community development
Previous work experience with an INGO, NGO, or CBO
Experience with training and providing technical support to community-based organizations
Experience with database management and data quality assurance
Knowledge, training, or experience in Prevention of Sexual Exploitation and Abuse (PSEA)
Experience developing and implementing monitoring and evaluation plans
Experience working directly with marginalized and vulnerable communities, including refugees and other displaced peoples, with demonstrated success in community outreach
Personal requirements:

Ability to attend to many important details concurrently with minimal supervision.

CHALLENGES
As an International NGO headquartered in US and Canada, at times training or work will require work outside of normal office hours.
At certain times of the year, reporting deadlines may lead to heavier than normal workloads. Meetings or activities with partners can occur in the evenings or on the weekends requiring flexibility.
