SCOPE OF WORK
- Purpose of the Assignment
The Youth Grow Activity seeks to strengthen youth employability and workforce readiness in alignment with Jordan’s strategic national projects and private sector demand. In the South Region, particularly Aqaba, major infrastructure and development initiatives are underway, including the Aqaba- Amman Water Desalination and Conveyor Project, port development and management, and airport development initiatives. Effective engagement with government entities, private sector contractors, and local stakeholders is critical to ensure that youth are positioned to access emerging employment opportunities linked to these mega projects.
The Short-Term Consultant will serve as the South Region Focal Point for the Youth Grow Activity. The consultant will lead coordination, stakeholder engagement, and labor market alignment efforts to ensure youth programming responds directly to skills and competency requirements of strategic infrastructure projects in Aqaba and the broader southern region.
- Scope of Services
A. Stakeholder Coordination & Government Engagement
Lead coordination with key public sector stakeholders in Aqaba and the South Region, including the Governor of Aqaba, Municipality Heads, relevant line ministries, and other government entities.
Facilitate structured engagement meetings and ensure alignment between Youth Grow objectives and local development priorities.
Establish formal communication channels with executing contractors of strategic projects, particularly the Aqaba- Amman Water Desalination and Conveyor Project, port development and management, and airport development projects and any other strategic project.
B. Private Sector & Strategic Project Alignment
Engage with the Authorities and contractors responsible for implementation of the Aqaba- Amman Water Desalination and Conveyor Project, port development and management, and airport development initiatives to identify required technical and vocational skill sets.
Map short-, medium-, and long-term labor demand linked to mega infrastructure projects.
Coordinate with entities involved in port management, airport development, and related infrastructure sectors.
Develop a skills gap assessment aligned with project requirements.
C. Youth Outreach & Selection Framework
Coordinate youth outreach activities with ASEZA, Aqaba Development Corporation and other local actors including access and analysis of their available youth databases.
Support development of transparent, merit-based selection criteria aligned with Mega Projects’ requirements.
D. Training & Procurement Support
Define technical specifications for required training programs based on identified labor market needs.
Support preparation of procurement documentation for engaging specialized training institutions.
Assist in evaluating technical proposals for training service providers.
Coordinate between training providers, government entities, and private sector contractors to validate curriculum relevance.

Training Needs Assessment and Technical Specifications for Procurement.

Final Consolidated Report with Recommendations for Sustainable Coordination Mechanisms.

Required Qualifications
Degree in Public Administration, Economics, Engineering, Development Studies, Business Administration, or related field.
Minimum 8–10 years of relevant experience in government coordination and stakeholder engagement.
Experience in workforce development, infrastructure, construction, utilities, or logistics sectors.
Demonstrated experience in southern Jordan, preferably Aqaba.
Proven ability to engage high-level government officials and private sector executives.

Duration and Level of Effort
Duration: 2 months
Level of Effort: 24 working days.
Duty Station: Aqaba, with travel within the South Region as needed.
Reporting Line
The Consultant will report to the Deputy Chief of Party or designated of the Youth Grow Activity.
