Position Summary
We are seeking a highly organized and capable Group Proposal & Tender Manager to manage proposal preparation, packaging, and submission across TARGET Group’s global operations. The role requires experience in government tenders, complex multi-disciplinary proposals, compliance management, and excellent document management skills. The Bid Manager will coordinate with technical, legal, commercial, and leadership teams to ensure submission of world-class proposals across all TARGET business units.
Key Responsibilities
Bid & Proposal Lifecycle Management
- Manage full bid lifecycle: tender identification, RFP analysis, bid/no-bid decision support, compliance matrix, and full document assembly.
- Maintain group-wide bid management calendar, timelines, and submission schedules.
- Ensure timely preparation, packaging, and submission of all proposal documents across multiple geographies and business domains.
Content & Documentation Development
- Develop standardized proposal templates, corporate profiles, and pre-approved content libraries.
- Ensure continuous update of credentials, case studies, legal documentation, certifications, and partner agreements for proposal use.
- Customize technical, financial, and commercial inputs based on opportunity requirements in coordination with subject matter experts.
Internal Coordination
- Work closely with business development managers, solution architects, delivery teams, legal, finance, and leadership to gather and consolidate bid content.
- Organize internal bid kickoff meetings, track action items, and maintain central bid logs.
- Ensure consistency of language, formatting, and compliance across all submission documents.
Compliance & Regulatory Management
- Ensure full alignment with RFP requirements, government procurement regulations, and client submission guidelines.
- Monitor eligibility, registration, tax, and certification requirements across multiple markets.
- Maintain internal compliance checklists for each submission.
Market Intelligence & Tender Monitoring
- Continuously monitor public tender portals, procurement websites, and multilateral RFP opportunities across target countries.
- Build and maintain group-wide opportunity pipeline dashboards and tender trackers.
Candidate Profile
- Minimum 5–7 years experience in proposal, tender, or bid management roles in government, consulting, or technology sectors.
- Proven experience in public sector RFPs, government digital transformation, and enterprise technology proposals.
- Experience managing multi-stakeholder proposal teams across technical, legal, and financial workstreams.
- Highly organized, detail-oriented, and capable of managing multiple simultaneous submissions.
- Excellent professional written and verbal communication skills (English and Arabic both required).
- Familiarity with digital platforms, SaaS, enterprise IT solutions, or national digital transformation programs is a strong advantage.
- Proficient in Microsoft Office Suite, document automation, and bid management tools.
- High personal discipline, process-driven mindset, and ability to work under tight deadlines.
