Position Summary
We are seeking an entrepreneurial Business Development & Partnership Program Manager to spearhead TARGET Group’s entry into Jordan and neighboring markets. This role will combine business development, government engagement, partnership development, and early-stage market shaping for digital transformation programs.
The selected candidate will lead the process of establishing local relationships, developing strategic partnerships, and identifying scalable commercial opportunities across both the public and private sectors.
Key Responsibilities
Business Development
- Identify and engage with government agencies, regulators, investment bodies, and key enterprises.
- Build a pipeline of opportunities aligned with TARGET’s solutions in:
- Digital Transformation & E-Government
- Energy AI Platforms
- Healthcare Digital Ecosystems
- Employment Platforms & Workforce Optimization
- Logistics & Supply Chain Platforms
- Food Security & Agri-Tech Digital Platforms
- National Data Infrastructure & Sovereign Cloud Solutions.
- Support early opportunity scoping, RFP monitoring, pre-positioning, and early client engagement.
Partnership Program Development
- Design and build a structured local partner network of:
- System integrators
- Local technology providers
- Government-owned companies
- Consulting partners
- Academic/research partnerships.
- Lead partner onboarding, qualification, and relationship management.
- Develop joint go-to-market plans with qualified partners.
- Negotiate local representation models where necessary.
- Act as a central coordination point between partners and TARGET HQ.
Government Interface
- Support strategic dialogue with government agencies on national digital priorities.
- Represent TARGET Group in official meetings, conferences, and high-level forums.
- Support localization, national capability-building, and economic value propositions.
Internal Coordination
- Coordinate closely with TARGET Group HQ technical, legal, and commercial teams.
- Provide regular reporting and pipeline status updates to HQ.
- Support proposal development in collaboration with Group Bid Office.
Candidate Profile
- Minimum 8-10 years experience in business development, partnerships, or consulting.
- Demonstrated experience in building local partner ecosystems or reseller networks.
- Solid knowledge of Jordan government structure, procurement processes, and public-private partnership models.
- Experience with technology vendors, digital solution providers, or system integrators.
- Fluent in Arabic and English (both written and spoken).
- Strong relationship builder, commercially astute, with excellent negotiation skills.
- Comfortable operating independently while interfacing with multiple internal stakeholders.
- Experience working with international organizations, multilaterals (World Bank, IFC, UN, etc.) is a plus.
