we are a company in Lybia specialising in the construction of roads and bridges in the high-end sector. We are seeking an experienced Human Resources Manager to play a key role in personnel management and contribute to the development of structures within the Human Resources Department. The ideal candidate should be adept at recruiting, managing existing staff, developing processes and workflows, and expanding the current employee skill set.
Responsibilities
- Take charge of Human Resources functions, overseeing all employees, including on-site
- Lead recruitment efforts to attract top talent and ensure a diverse and skilled team.
- Develop and implement effective onboarding and training programs for new and existing employees.
- Manage and enhance employee relations, including conflict resolution and performance management.
- Design and implement HR policies and procedures to ensure compliance with regulations.
- Collaborate with department heads to align Human Resources strategies with organizational goals.
- Assess and improve the current skill and knowledge levels of the workforce.
- Proactively identify opportunities for process improvement and efficiency within HR functions.
- Experience in using ERP systems and other relevant software applications for HR management.
- Collaborate with various departments to understand certain requirements and provide appropriate solutions.
- Oversee and manage the payroll process to ensure accurate and timely compensation in compliance with labor laws and internal policies.
Qualifications and Experience:
- Proven experience in Human Resources management, particularly in overseeing large teams.
- Demonstrated success in recruitment, onboarding, and talent development.
- Strong knowledge of HR laws, regulations, and best practices.
- Excellent interpersonal and communication skills.
- Ability to develop and implement HR policies and procedures.
- Experience in conflict resolution, performance management, and employee relations.
- Strategic thinker with the ability to align Human Resources strategies with business objectives.
- Previous experience in expanding employee skill sets and knowledge levels.
- Familiarity with HRIS (Human Resources Information System) is a plus.
- Excellent communication and teamwork abilities and presentation skills in English and Arabic.
- Experience in managing payroll systems and ensuring compliance with local payroll regulations.
Qualifications:
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- 5+ years of experience in Human Resources in road construction
- HR certification is advantageous.
