Position Summary
The Capacity Strengthening Lead will provide technical leadership for capacity strengthening activities under the Jordan MELA work order. The Capacity Strengthening Lead will design and manage training, mentorship, institutional support, and knowledge transfer activities that build lasting MEL capacity among government counterparts, local institutions, contractors, and other stakeholders. This is a full-time, Amman-based role with a period of performance from October 2026 - September 2027.
Essential Job Functions

- Lead the design, implementation, and quality assurance of capacity strengthening activities for GoJ and RFAO staff, local institutions, and contractors.
- Oversee staff and consultants delivering institutional support to MoPSD, ensuring activities are well coordinated, technically sound, and delivered on schedule.
- Oversee staff responsible for convening, facilitation, and learning events, ensuring that workshops, consultations, and learning activities are strategically planned and effective.
- Conduct or supervise training needs assessments, capacity building plans, curricula development, and delivery of learning activities.
- Support the development and implementation of mentoring, coaching, and peer learning approaches for MEL stakeholders.
- Coordinate with government counterparts, implementing partners, local institutions, and subcontractors to align capacity strengthening efforts with local needs and priorities.
- Ensure training and institutional support activities are practical, context-appropriate, and designed to promote sustainability and local ownership.
- Support the development of tools, job aids, guidance documents, and other materials that strengthen MEL systems and practices.
- Track implementation of capacity strengthening activities and document outputs, outcomes, and lessons learned.
- Facilitate collaboration between technical workstreams to ensure that capacity strengthening is integrated across monitoring, evaluation, learning, and knowledge management activities.
- Ensure that convenings, workshops, and learning events generate actionable outputs and support continuous improvement.
- Contribute to reporting, planning, and performance monitoring for the relevant workstreams.
- Maintain strong coordination with the Regional Director and other technical leads to ensure consistency across all components.
Required Qualifications
- Master’s degree in international development, public administration, education, social sciences, public policy, or related field preferred.
- Minimum of 7 years of experience in capacity strengthening, training, institutional support, organizational development, or related MEL work.
- Demonstrated experience designing and delivering training, mentorship, and institutional strengthening activities for government counterparts, local institutions, or donor-funded programs.
- Experience managing complex workstreams and supervising technical staff or consultants.
- Strong facilitation, convening, and stakeholder engagement skills.
- Demonstrated ability to develop practical tools, curricula, and learning products for diverse audiences.
- Familiarity with MEL systems, organizational learning, and government capacity strengthening preferred.
- Experience working in Jordan and/or the MENA region strongly preferred.
- Strong project management, communication, and coordination skills.
- Excellent written and oral communication skills in English and Arabic required.

Work Environment / Environmental Factors
- This position has no work or environmental factors outside of a standard office environment.
Additional Information
- This is a full-time position. The expected working day is from Sunday to Thursday, 40 hours per week.
- This position is required to be in the office Sunday – Thursday. This arrangement is subject to review and may change at the company’s discretion.
