Job Purpose:
The Quality Assurance Engineer supports the Quality Manager in the development, implementation, monitoring, and continual improvement of the project Quality Management System. The role ensures that all the project processes, inspection activities, material approvals, and testing procedures comply with contractual, technical, legal, and international standards.
Key Responsibilities (List the main duties or responsibilities)
Quality Management System
- Active collaboration with the preparation, implementation, and continual improvement of the QMS on the project.
- Prepare, review, or update the Project Quality Procedures.
- Review the Inspection & Test Plans (ITPs).
- Ensure internal inspection point programs include adequate monitoring and controls throughout construction processes.
- Maintain timely and accurate quality documentation and ensure traceability.
- Verify the project EDMS is set up as per the project requirements.
Auditing & Compliance
- Support the Quality Manager to prepare the Audit Plan and its updates
- Lead the internal audits and support external audits from certifying bodies, the Engineer, Client, or Corporate Offices.
- Review and verify compliance with the project requirements and international standards (e.g., ISO 9001).
Non-Conformity Management
- Manage non-conformities (NCRs), corrective actions (CARs), and root‑cause analyses.
- Monitor closure effectiveness and maintain NCR performance metrics and trends.
- Maintain the information available related to the cost of non-quality.
- Material Approvals & Technical Evaluation
- Lead the Material Engineers for his part of the project.
- Ensure all the permanent materials—including mechanical and electro‑mechanical components—are approved prior to installation.
- Validate the material approval and ensure supplier/subcontractor technical compliance.
Testing & Laboratory Coordination
- Ensure the project follow the latest standards and implement a process to verify their validity.
- Coordinate with the Laboratory Manager and Quality Coordinators for field tests, sampling, and equipment calibration.
- Participate in electro‑mechanical testing of pipes, including pressure tests, weld inspections, functional tests, and verification of mechanical fittings.
- Support preparation and validation of Testing & Commissioning (T&C) documentation and Operations & Maintenance (O&M) manuals.
Subcontractor & Supplier Oversight
- Collaborate with Procurement Department to implement the Pre-Qualification and Material Approval process.
- Conduct prequalification audits to subcontractors and suppliers.
- Provide feedback and ensure continuous improvement in subcontractor performance regarding technical standards and non‑conformity management.
- Collaborate with the Commercial Department to ensure that all major suppliers and subcontractors have undergone the required due‑diligence and performance assessments.
Reporting
- Prepare weekly and monthly Quality Reports, KPI summaries, and audit statistics.
- Present critical data (nonconformity trends, cause‑effect analysis, audit findings).
- Prepare a Quality Debrief for critical non‑conformities, clearly highlighting the opportunities for improvement in both project processes and final products.
Training & Communication
- Conduct quality inductions, internal training sessions, and workshops.
- Support the Quality Manager and Human Resources to propose the external training needed for the team.
- Maintain clear communication lines with:
- Quality Manager (for reporting, audit results, QMS monitoring and improvement)
- Procurement Director (for suppliers/subcontractor’s pre-qualifications and material approvals)
- Commercial Director (for mayor suppliers/subcontractor’s assessments and due diligence)
- Material Engineers (for material compliance and technical evaluations)
- Document Control Manager (for document control, EDMS and QA/QC records)
- Laboratory Manager (for test coordination, standards and calibration)
- Quality Coordinators (for site inspections, monitoring and implementation)
- Corporate QHSE Correspondents (for monthly reporting if needed)
Health, Safety, Environment & Social Responsibility
- Ensure adherence to the Project Code of Conduct, including ethical behaviour, integrity, and compliance with anticorruption and anti‑bribery requirements.
- Actively participate in Health & Safety (H&S) observations, inspections, safety walks, and site visits.
- Comply with and promote the project’s safety and environmental standards.
- Align quality processes and inspections with environmental risk mitigation.
- Collaborate to reduce environmental impacts and support the project’s sustainability commitments.
- Promote and respect human rights, ensuring non‑discrimination and ethical treatment of all workers.
- Support gender equality and inclusion within the team.
- Ensure subcontractors and suppliers adhere to the project's ethical, social, health & safety and environmental standards in all quality‑related activities.
Education and Experience
- A relevant Third Level or Professional Qualification in Civil Engineering, Mechanical Engineering, Industrial Engineering, or trade background.
- Minimum 5–7 years of experience in Quality Assurance roles within international standard construction, infrastructure, or industrial projects.
- Experience in electro‑mechanical systems, pipeline works, and steel pipe welding inspection.
- Prior involvement in Testing & Commissioning activities and preparation of QA/QC dossiers is an advantage.
- Active Lead Auditor ISO 9001 certification.
Skills and knowledge
- Understanding of construction materials, specifications, and technical standards.
- Proficiency in developing and reviewing ITPs, method statements, and quality procedures.
- Strong command of ISO 9001 principles and integrated systems with audit experience.
- Ability to identify risks, perform root‑cause analysis, and propose corrective/preventive actions.
- Strong coordination and communication skills with multidisciplinary teams.
- Ability to lead quality inductions, workshops, and subcontractor quality briefings.
- Excellent documentation and reporting. Proficiency in Microsoft 365 tools.
- Fluent English is a must
