IOCC is recruiting a Finance & Administration Officer responsible for supporting the implementation of its activities in Jordan.
JOB SUMMARY
The Finance & Administration Officer (FAO) works under the direction of the Finance & Administration Coordinator (FAC) to support effective and compliant financial operations, administrative operations, procurement processes, and human resources administration of IOCC Jordan. This position includes core finance and accounting functions (such as recording accurate financial details, maintaining financial records, processing payments, and maintaining IOCC Jordan’s archiving system), as well as administration and operational support to ensure smooth, transparent, and accountable country office operations in accordance with IOCC processes and policies, donor regulations, and local laws.
GENERAL RESPONSIBILITIES
Responsibilities will include, but are not limited to:
Ensure that all financial transactions and procedures are undertaken in accordance with IOCC’s policies and procedures, as well as donor requirements, in a transparent and accountable manner.
Process and record financial transactions in accordance with IOCC and donor requirements.
Support preparation of payments, including verification of supporting documents for payments and ensure adherence to donor and organizational policies, including (but not limited) matching invoices to statements and purchase orders to invoices and verification of procurement documentation.
Prepare journal vouchers and ensure correct coding per chart of accounts and approved budgets.
Ensure timely posting of transactions (preferably daily) into accounting systems (Financial Edge) and Excel spreadsheets.
Maintain organized, accurate records and files and archiving all administrative files and documents, financial transactions, reports, and supporting documentation (hard and soft copy, ensuring monthly scanning), in accordance with IOCC, donor, and audit requirements.
Distribute checks to the beneficiaries and volunteers in the office and in the field, as assigned.
Participate in and facilitate the annual, internal, and project audits and ensure advance document readiness.
Support the FAC in the monthly and annual financial closing, including monitoring cash balances and reconciling bank accounts monthly.
Assist the FAC in preparation of monthly, quarterly, and annual internal and external financial reports.
Support the FAC in review of sub-recipient documentation and overall sub-recipient financial management and coordination.
Prepare monthly payroll, ensuring compliance with tax and social security regulations.
Support procurement processes and ensure compliance with donor and organization policies, as well as local law.
Ensure adherence to the FOAM, internal office procedures, IOCC policies, and donor policies and requirements by the IOCC Jordan office and staff.
Manage office petty cash in accordance with IOCC policies and procedures, including monthly reconciliation and submission.
Oversee and track office assets and inventory, maintaining the office inventory list.
Provide efficient administrative support to ensure smooth daily operations of the IOCC Jordan office.
Staff reception and serve as first point of contact for visitors, phone calls, and correspondence to/with IOCC Jordan.
Coordinate logistics for meetings, workshops, trainings, and external visitors (travel, accommodation, permits, etc.).
Support the FAC with the human resources (HR) function of the office, including (but not limited to) following up on daily attendance and managing sign-in; checking and finalizing timesheets; supporting recruitment; supporting implementation of IOCC’s performance management system; and organizing the orientation process for new staff, volunteers, consultants, and others; as directed, preparing employee contracts, renewals, and HR correspondence; following up with the health insurance provider, as needed; and ensuring timely follow-up on documentation and administrative needs of expatriate staff.
Monitor the IOCC Jordan email inbox and route correspondence accordingly.
Oversee contracts and coordination with service providers (IT, cleaning, maintenance, telecommunications, utilities, insurance, etc.).
Liaise and maintain professional relationships with key external stakeholders, such as vendors, affected populations, government representatives, NGO staff, and others, as needed and directed.
Work closely with the FAC to ensure administrative costs are properly budgeted.
Assist in monitoring contracts and service agreements for timely renewal while maintaining a monthly office payments schedule to ensure timely payments of rent, utilities, service contracts, and other payments.
Maintain confidentiality of organizational and staff information.

QUALIFICATIONS
Knowledge and Skills: Experience with preparing journal vouchers, experience with the accounting cycle and systems, proficiency in computer skills (particularly Excel); excellent communication skills; strong organization and filing skills; fluency in English and Arabic.

Education: Bachelor’s level in Accounting, Finance, Business Administration, or related field.
Experience: 4–7 years of professional experience in finance or administration, with preference for candidates who have worked in an INGO.
Certifications: University/college degree and valid driver license required.
WORKING CONDITIONS / REQUIREMENTS
Primary work location is IOCC’s Jordan Office in Amman, with travel to Amman, Zarqa, Irbid, and Karak, as well as travel throughout Jordan to other locations, as requested.
Awareness of local security situation and conditions.

The contract term is six months, full-time, with potential for renewal.
