Launched in 2023, Youth Grow Activity (YGA) a five-year US Government (USG)-funded The Youth Grow Activity (YGA), represents a practical, results-oriented partnership between the United States and Jordan designed to operationalize an integrated model that engages youth in positive and constructive activities that enhances their self-efficacy and reduces their frustrations, while strengthening the governmental and national institutions strategies and institutional capacities that promote national peace, security and stability.
POSITION SUMMARY
Youth Grow Activity (YGA) / Q2IMPACT is looking to hire an experienced visionary leader with a blend of technical and project management skills to translate strategy into coordinated action. The Senior Technica Lead provides strategic leadership, technical guidance, and program oversight of YGA’s integrated portfolio. He / She will spearhead the YGA portfolio of programs, initiatives and activities. The role ensures coherence across interventions, applies adaptive management principles, strengthens coordination and serves as a key interface with government counterparts, private sector actors, youth organizations, and implementing partners. KEY RESPONSIBILITIES
Technical leadership
Lead and oversee execution of YGA’s technical strategy across workforce development, youth resilience, constructive youth engagement, and national partners strengthening. Translate strategic objectives into clear operational priorities across technical and operational teams.
Co-create the design of activities, initiatives, programs with stakeholders, staff and youth and apply learning loops to implementation to ensure that stakeholders continue to learn and adapt strategic interventions.
Ensure programming aligns with national development priorities, strategies and stability objectives and apply system strengthening lens as a cross-cutting factor and work with the technical team to identify and implement strategic interventions that promote sustainability and build ownership of YGA.
Supervise and mentor technical teams to ensure high-quality execution of the Annual Workplans in a manner that maximizes impact, effectively engages stakeholders, ensures timely delivery and maximizes the sustainability of the YGA activities.
Monitor implementation progress against approved work plans and program targets. Identify implementation bottlenecks and coordinate corrective action.
Support the identification, selection and engagement of service providers and experts for activities and manage the development of STTA scope of works and review deliverables to ensure quality and timely implementation and ensure that the most reasonable, fair, expeditious, and appropriate procurement choices were made pursuant to the Contractor Procurement Guide.
Participate as the Team Leader or senior team member on assessments and evaluations, as required.
Build, manage and maintain effective working relationships with YGA relevant stakeholders including local community organizations, private sector, and youth representatives.
Guide structured youth engagement programs across all governorates.
Visit all governorates and local communities, attend YGA activities and relevant youth economic empowerment events, and seek input to identify working approaches and improvement for integration into implementation or future design.
Coordinate with the Director of Finance and Operations to design grants, subcontracts, and consultant agreements impacting project activities.
Provide early warning on operational, political, or reputational risks that may affect program delivery.
Government Stakeholder Engagement
Build and maintain strong relationships with key government counterparts, including the Ministry of Youth, Ministry of Digital Economy and Entrepreneurship, Ministry of Education, and other Government of Jordan entities.
Monitor alignment between Activity interventions and national youth priorities.
Prepare briefing notes, talking points, and background materials for meetings with DOS representatives, government officials, private sector partners, and civil society stakeholders.
Ensure consistent follow-up on leadership decisions and agreed actions. Track action items and ensure structured follow-up with external counterparts.
Manage complex, multi-stakeholder engagements requiring coordination between government, private sector, and civil society actors.
Donor Compliance & Reporting
Support the COP in ensuring compliance with U.S. Department of State regulations, cooperative agreement requirements, and reporting obligations.
Responsible for consolidating and timely submission of Annual Work plans and all activity reports including weekly, monthly, quarterly and annual reports strategic updates, and presentations to DOS and other related government entities.
Monitor adherence to budget priorities and financial accountability standards in collaboration with finance and operations teams.
Adaptive Management and Communications Lead the use of data, learning, and feedback from implementation partners, youth participants, and stakeholders to inform program adaptations.
Apply adaptive management principles based on data, field feedback, and evolving contextual dynamics and collaborate with the technical team and YGA leadership to refine strategies based on evidence, context updates and stakeholder feedback.
Work closely with the Monitoring, Evaluation, and Learning (MEL) team and the technical team to analyze data, identify trends, and integrate lessons learned into program design.
Ensure findings from cross-cutting research assessments, and pilots are embedded into YGA strategies and outreach.
Support the development of communication strategies that elevate program visibility and foster stakeholder alignment.
Team Leadership and Coordination
Provide day-to-day leadership and technical oversight to the YGA technical team.
Foster a collaborative, accountable, and learning-oriented team culture.
QUALIFICATIONS
Advanced degree in International Development, Economics, Social Sciences, or related field.
Minimum 10–12 years of progressively responsible experience in youth economic and social empowerment as a driver of peace and stabilization
Proven ability to manage complex, multi-stakeholder programs and drive systemic impact.
Experience working with government counterparts and multi-stakeholder platforms.
Strong understanding of adaptive management, MEL frameworks, and donor compliance (USG preferred).
Ability to understand priorities and translate into strong business cases including design and writing of programs/initiatives proposals. Business development experience is plus.
Excellent communication, negotiation, and leadership skills.
Fluency in English required; Arabic proficiency strongly preferred.
Strong understanding of labor market systems, private sector engagement, and institutional capacity building
