Assignment Title: Environmental Compliance Consultant
Reports To: Senior Grants and Subcontracting Lead
Location: Jordan (Amman-based with field visits across governorates)
Level of Effort (LOE): Up to 24 days, for an initial pool of 8 prospective grantees
Background
The USAID-funded Youth Grow Activity (YGA) provides grants to youth-led enterprises and organizations across Jordan’s governorates. Grant-funded activities may include procurement of equipment, raw materials, small-scale construction or rehabilitation, and other interventions with potential environmental impacts.
To ensure compliance with USAID environmental regulations (22 CFR 216, ADS 204) and host-country environmental laws, YGA requires an Environmental Compliance Consultant to support screening, mitigation, monitoring, and reporting for grant-funded activities. The consultant will also incorporate climate risk considerations to ensure long-term sustainability of project outcomes, in accordance with ADS 201: Climate Risk Management.
Objective
The Environmental Compliance Consultant will provide environmental risk screening and monitoring systems of prospective grantees and develop applicable mitigating measures for any cases identified that are not in the low-risk category.
Scope of Work / Tasks
A. Environmental Screening and Risk Assessment
Review all grant activities to determine risk level categories (Categorical Exclusion, Negative Determination with Conditions).
Conduct site visits to grant activities across governorates to determine the above as needed.
Identify potential environmental impacts, including climate-related risks
Provide recommendations for mitigation measures for activities not in the low-risk category.
Document field observations, mitigation implementation, and any non-compliance issues.
Provide recommendations for corrective actions where required.
Support development of environmental conditions for grants, including integration into grant agreements.
B. Environmental Documentation
Prepare and/or update required documentation for grant activities, including:
Environmental Review Forms (ERF)
Environmental Mitigation and Monitoring Plans (EMMP)
Environmental Status Reports (ESR)
Environmental Mitigation & Monitoring Reports (EMMR)
Ensure documentation reflects both USG and host-country environmental regulations and incorporates climate risk considerations.
Determine and document Categorical Exclusions or Negative Determinations with Conditions, as applicable.
Qualifications
Minimum 5 years of experience in environmental compliance, environmental management, or environmental engineering.
Experience with USG environmental regulations (22 CFR 216, ADS 204, ADS 201).
Experience in liaising with the U.S. Mission Environmental Officer is preferable.
Experience preparing EMMPs, ESRs, ERFs, and EMMRs.
Knowledge of Jordanian environmental regulations.
Experience conducting field monitoring and risk assessment for grants or development programs.
Fluency in Arabic and English.
Period of Performance
Estimated 6 months, with potential extension based on grant cycles and environmental compliance requirements.
