The Program / Department / Team
The Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, fleet management and facilities & office management for successful program implementation.
The Position (General Position Summary)
The Procurement Coordinator is responsible for supporting procurement activities of Mercy Corps’ Palestine Programs and working closely with Administration, Finance and Logistics.
Essential Responsibilities:
POSITION/ TECHNICAL RESPONSIBILITIES:
• Responsible for chairing grading invitations
• Prepares bid selection matrix
• Prepares a tender summary for review and approval
• Draft procurement contract/PO for review and approval
• Ensures procurement file is reviewed for documentation according to the checklist and quality content of supporting documents
• Oversees procurement tracker and vendor experience notes
• Responsible for the uploads of all contracts/PO's to the subawards report
• Participates in assigned project regular meetings to discuss procurement plan and anticipated procurement planning.
• Stay up to date on all relevant MC policies, procedures, manuals, and guidelines to ensure compliance
• Supports procurement initiatives
• Coordinate and oversee procurement activities across all MC Palestine operational areas including Jerusalem, West Bank, and Gaza, through Amman.
• Ensure PRs are reviewed, prioritized, and processed efficiently in line with procurement thresholds and donor requirements.
• Support preparation and review of RFQs/RFPs and procurement documentation, ensuring compliance with MC policies.
• Coordinate tender processes, ensure transparent bid evaluations, and support preparation of selection matrices and tender summaries.
• Maintain procurement trackers, supplier performance notes, and documentation uploads to required platforms.
• Participate in program meetings to support procurement planning and delivery timelines.
• Lead procurement orientation for new staff.
• Ensure the procurement function operates with strong communication, follow-up, and clear coordination across departments.
• Serve as the focal point for cross-office procurement alignment and compliance across MC Palestine and Amman operations.
• Support procurement initiatives and continuous improvement efforts.
• Liaise with Finance to resolve documentation queries and support timely invoice payment.
SAFEGUARDING RESPONSIBILITIES:
• Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
• Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
• Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Minimum Qualification & Transferable Skills
● 5 years of experience in large scale procurement.
● Strong organizational skills.
● Ability to interact effectively with international and national personnel.
● Excellent oral and written English skills.
● High computer skills in MS Office programs, especially in MS Excel.
● Strong organizational skills.
● A demonstrated ability to multi-task and process information into action so as to not delay program activities.
● A clear understanding of procurement ethics and donor compliance is essential.
Success Factors
The successful Procurement Coordinator will coordinate procurement tasks to deliver successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations. They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities. The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
Living Conditions / Environmental Conditions
The position is based in Amman Jordan, and it requires up to 40% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited.
