In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari camp) refugees and urban-based refugees as well as vulnerable Jordanian host community, in coordination with the humanitarian community and the Government of Jordan. Simultaneously, IRC in Jordan is pivoting to a more long-term resilience/development programming responding to the context in Jordan and the worsening vulnerabilities faced by refugees and vulnerable Jordanians.
Job Overview/Summary
Supply Chain Logistic Officer is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and functions necessary to implement programs optimally, inclusive of planning, procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management.
The Supply Chain Logistic Officer is responsible for supporting the Supply Chain function to ensure efficient logistics and delivery of supply chain functions.
Key Responsibilities
Supply Chain Management
The Supply Chain Logistics Officer is responsible for working closely with internal and external stakeholders to ensure effective supply chain planning and management to support program implementation. Which includes but not limited to;
- Ensure program teams develop distribution plans for supplies and assets of closed grants in the warehouses.
- Preparing procurement plans, warehousing plans, distribution plans and assets plans.
- Implementing all IRC Supply Chain SOPs
- Monitor supply market and conduct market surveys & analysis.
- Develop and regularly review Grant(s) procurement and distribution plans, ensuring resolution of all related issues collaborating with programs unit leadership.
- Prepare and submit timely and accurate supply chain report(s) to inform decision-making process.
- Maintain accurate procurement data and records and ensure on time procurement reporting
- Review procurement documents before payment
Pharmaceutical Supply Chain
- In collaboration with the health team, ensure forecasts and supply planning for pharmaceutical supply are created for all health projects by project start date.
- With the guidance and support from global pharma leadership, we develop a supply strategy for the supply of pharmaceuticals (global, regional, national) including freight.
- Ensure the IRC standard pharmaceutical inventory tracking tool is in place and accurately maintained in each location
- Ensure implementation of IRC pharmaceutical quality assurance policy, associated SOPs and procedures for Cold Chain best practice in the warehouse and in local transport.
- Ensure adequate drugs management and transportation tool and materials are available for the effective management of drugs.
Inventory, warehousing and Assets Management
Materials Receiving and Dispatch
- Manage materials receiving process by ensuring that received documents are cross checked and Goods inspected
- Make sure that the documents and materials received from suppliers and other sources are accurate and complete
- Ensure that the cold chain system is organized and that “keep-cool” items are handled appropriately
- Ensure timely dispatch of materials from the stores and accurate update of appropriate dispatch documents
- Implement GSC SOPs on assets and inventory management.
- Handle all Contribution In Kind (CIK) and Closed Grant Inventory
Warehouse Documentation
- Stock cards, bin cards and inventory systems are regularly updated
- Standard warehouse documentation processes such as delivery Report, Waybills, Store Release, Bin Cards, and Stock Cards are accurately Implemented in accordance with IRC SOPs
- Warehouse activity book recording (i.e. Warehouse Register) for all outgoing and incoming receipts and activities maintained.
Warehouse Controls
- 20% inventory cycle count for all stocks is conducted monthly or as per IRC Inventory management SOPs
- Internal inventory checks are conducted and appropriate records accurately kept
- The correct stock procedures, Warehouse and stock principle are used (FIFO, FEFO, and LIFO) .
- That the storage facilities are well arranged with appropriate layout, and signs display in strategic locations
- That Year-end inventory counts exercise is conducted and provide accurate reports
Warehouse Safety and Security
- Implement and ensure clear safety procedures.
- Ensure the maintenance of warehouse building(s), fittings and equipment.
- Ensure fire extinguishers are well maintained and periodically serviced
Asset and Property
- Ensuring that all assets are controlled and managed properly in accordance with donor-specific polices.
- The implementation and/or maintenance of standard IRC assets management policies and procedures.
- Update the Asset register, and the inventory list for assets and expendable store and produce monthly reports.
- Work closely with supervisor to dispose assets including Auction, transfer, and donation process management in line with donor regulations and approval, with reference to organization policy.
- Conduct asset inventory (physical count) during the reporting period.
- Pull out updated asset list for end of grant report and develop assets running cost analysis
Reporting
- Prepare and submit accurate inventory and Asset reports to supervisor on time as per donor regulations for Asset.
- Support with developing and updating of warehouse material distribution plans as required.
Fleet Management & Transportation
Fleet & Vehicles Management
- Prepare an annual fleet plan (including budget needed) and a vehicle disposal / replacement plan;
- Prepare and manage Fleet movement plans including Vehicle scheduling and Requisition process
- Ensure the implementation of IRC fleet management standards.
- Establish mechanisms to check that vehicles are roadworthy at regular intervals.
- Oversee and ensure that maintenance has taken place and validate maintenance invoices before payment process.
- Monitor vehicle fuel consumption and identify innovative ways to reduce fuel consumption.
Compliance
- Identify, document and timely report any IRC procurement deviations following the mechanism in place for appropriate follow up.
- Implement and sustain segregation duties in procurement and other related functions.
- Review and provide feedback on assigned supply chain reports submitted by country offices.
- Develop and support implementation of improvement plans.
- Promptly Inform the Sr. Supply Chain Coordinator and/or County Director any areas of concern or potential or suspected supply chain policy violations.
- Provide constructive support to other functions to ensure effective compliance to policies & procedures.
- Implement discrete, time-bound Supply Chain initiatives which improve performance or compliance (i.e. implementing post-audit corrective action plan);

Job Requirements
- University degree or equivalent in Supply Chain Management, Logistics, Business Administration or related field
Work Experience
- 2-3 years of work experience in supply chain operations (Logistics). Prior experience of working in a Logistics Officer position in a multi-cultural environment preferably in an INGO.
Demonstrated Technical Skills
- Fluent English (written and spoken) and Arabic.

Working Environment: This position is based in
