Works in Close Collaboration With: Medical Manager, Support Services Manager, HQ Technical Teams (Mainly Program Coordinator)
Contract Type: Full-time
Start Date: As soon as possible
Contract duration: 6 months (renewable)
Organizational Context
Founded in 1994, La Chaîne de l’Espoir (CDE) is a French international NGO dedicated to strengthening health systems and improving access to quality healthcare, particularly for children and vulnerable populations.
In Jordan, CDE is transitioning from a model centered on short-term surgical missions in private hospitals to a more strategic and sustainable approach focused on strengthening public healthcare systems, especially in pediatric surgery and specialized pediatric care.
Working closely with the Ministry of Health and national stakeholders, CDE aims to improve early detection, referral systems, and access to specialized care for vulnerable children across Jordan.
To support this strategic transition, CDE is recruiting a Program Manager who will serve as the principal technical and operational counterpart to the Head of Mission (HoM). The Program Manager will combine strategic planning, program development, donor engagement, and oversight of project implementation while ensuring close coordination with the Medical Manager on technical health matters and with the Support Services Manager on operational and administrative functions.
Main Responsibilities

Program Cycle Management
Lead the day-to-day management and coordination of all program activities in line with the donors’ requirements when any.
Develop and monitor detailed implementation plans and activity schedules.
Ensure timely achievement of targets and deliverables.
Conduct regular field visits to monitor progress and quality.
Identify implementation challenges and propose corrective actions.
Ensure coherence and synergies across different project components.
Mainstream protection, gender, and environmental aspects throughout the project cycle

Operational Coordination
Coordinate closely with the Medical Manager to align operational plans with technical priorities and develop or revise tools when needed.
Ensure effective collaboration between program, medical, finance, logistics, and HR teams.
Organize regular internal coordination meetings to address programmatic and operational issues, monitor progress, and ensure the timely and effective implementation of activities.
Follow up on action points and ensure timely resolution of operational issues.

Monitoring, Evaluation, Accountability and Learning (MEAL)
Develop and update project monitoring tools and indicator trackers.
Ensure timely and accurate data collection and validation.
Analyze program performance and highlight trends, challenges, and recommendations.
Lead lessons learned, evaluation and capitalization exercises.
Develop & ensure the implementation of an accountability to affected population plan; including accessible and functional feedback and complaint mechanisms , information-sharing and transparency measure functional and accessible.

Reporting
Prepare monthly internal program reports for the Head of Mission.
Lead the drafting of narrative reports and supporting annexes.
Prepare presentations, success stories, and briefing notes.
Ensure accurate and timely archiving of all program documents.

Budget and Resource Management
In close collaboration with the Support Service Manager, monitor budget consumption against implementation progress
Prepare budget forecasts in collaboration with finance.
Identify variances and recommend adjustments.
Coordinate procurement planning and follow-up with logistics.
Support HR planning and recruitment for program staff.

Strategic Planning and Country Strategy
Contribute to the design, development, and periodic update of CDE Jordan’s country strategy.
Lead contextual analyses, stakeholder mapping, and health sector assessments.
Identify unmet needs and strategic opportunities aligned with CDE’s mandate and comparative advantage.
Monitor donor priorities, government policies, and sector trends.
When needed, contribute to the preparation of strategic briefs, presentations, and recommendations for the Head of Mission

Partnerships and External Coordination
Maintain day-to-day communication with partners and technical stakeholders.
Review partner reports and deliverables.
Participate in coordination meetings and technical working groups when delegated by the Head of Mission.
In close collaboration with the head of mission, contribute to the identification of donor opportunities and partnerships

Program Development Support
Lead the needs assessments and contextual analyses.
Lead concept notes, proposals, and amendments.
Monitor donor opportunities and provide input to the Head of Mission.

Other Responsibilities
Lead audits and evaluations.
Perform spot checks on databases and documentation.
In close collaboration with the Head of Mission (HoM) and the Communications Unit at Headquarters, the Program Manager develops and implements a communication and visibility plan, including visual and written materials (e.g., flyers, brochures, success stories, and digital content), to ensure appropriate visibility of project activities, achievements, and impact.
Carry out any other tasks requested by the Head of Mission.

Education
Master’s degree in:
Public Health
Project Management
International Development
Related field
Professional Experience
Minimum 5 years of experience in humanitarian or development programming.
Proven experience in project cycle management, including design, implementation, reporting, monitoring, evaluation, and budgeting.
Demonstrated experience in proposal development and fundraising.
Experience in donor compliance and grant management.
Experience in health-related programming strongly preferred.
Experience in Jordan or the Middle East is highly desirable.
