The International Council of Voluntary Agencies (ICVA) stands as a global network of non-governmental organisations (NGOs) united in their commitment to enhancing the effectiveness of humanitarian action worldwide. With a rich history spanning decades, ICVA serves as a pivotal platform for collaboration, advocacy, and knowledge exchange among diverse NGOs operating in the humanitarian space.
At the heart of ICVA's mission lies a steadfast dedication to advocating for the rights and needs of affected populations, fostering collaboration among NGOs, and promoting accountability and inclusivity in humanitarian efforts. Through strategic initiatives, capacity-building programmes, and advocacy campaigns, ICVA strives to amplify the voices of its members and drive positive change in humanitarian policy and practice.
Operating at the intersection of policy, practice, and partnership, ICVA plays a vital role in shaping the humanitarian agenda, influencing decision-makers, and mobilising collective action to address the most pressing challenges facing communities in crisis. With a global presence and a commitment to inclusivity and diversity, ICVA embodies the spirit of solidarity and cooperation that defines the NGO sector's response to humanitarian emergencies worldwide.
ICVA has Regional Engagement Coordinators (RECs) in Africa, based in Nairobi, Kenya and Dakar, Senegal respectively for West and Central Africa and for East and Southern Africa. ICVA also has RECs in MENA (based in Amman, Jordan), Asia-Pacific (based in Bangkok, Thailand), and the Americas (based in Bogota, Colombia). The RECs engage widely with members, NGO Fora and other partners in line with the overall strategy based on the three focus areas: forced migration, coordination, financing.
The ICVA RECs, in coordination with the ICVA Director of Engagement:
· Strengthens the role of NGO Fora in regional and national-level humanitarian coordination and advocacy.
· Facilitates ICVA members engagement with inter-governmental organisations and Member States in the region.
· Links operational realities to global policies and practice.
· Creates opportunities for regional consultation and collective action on issues of common interest.

LWF Jordan is one of the 25 country programs managed by LWF World Service. This initiative has been operational in Jordan since 2013, serving the community for over a decade. Our primary objective is to assist marginalized communities by strengthening their resilience, social cohesion, and fostering sustainable livelihoods. We provide protection and humanitarian services across various sectors, including Individual Counseling, Group Therapy, Community-Based Activities, Awareness Raising, Child and Youth Programs, and Capacity Building. LWF Jordan is committed to supporting individuals facing the most challenging circumstances. We offer our services to all people, regardless of their ethnicity, gender, religion, race, or political affiliations.
Purpose of the Role
The Regional Engagement Coordinator MENA, leads in setting the direction and focus of ICVA`s work in the MENA region in the framework of the Regional Strategy. The ICVA Regional Engagement Coordinator MENA works with a diverse membership and engages between ICVA, its members and partners in order to strengthen principled and effective humanitarian action for all NGOs.
Duties and Responsibilities
Reporting to the Director of Network Engagement, the Regional Engagement Coordinator MENA leads the execution of the ICVA strategy in the MENA region and is part of the ICVA Secretariat. They also work with the ICVA “Heads of” and the regional colleagues.
The officer will be employed by the Lutheran World Federation (LWF), based in LWF’s offices in Amman and seconded to ICVA. The selected candidate will report to the LWF Country Director for all HR and administrative matters, and technically to ICVA’s Director of Network Engagement
Main responsibilities and tasks:
Support and implementation of programmes framework and strategy:
In alignment with ICVA strategy/theory of change and in collaboration with ICVA team and members, be part of designing programmes (log frames, work plans, budgets…).
Analyzing and explaining:
Monitor and analyze national and regional policy developments and debate relating to the humanitarian scene in the region. Support in developing and implementing strategies to promote NGOs work and engagement at regional and national level;
Support effective research, mapping, and advocacy for advancing ICVA’s work in MENA. Support planning and delivery of capacity building/learning activities with members and NGO fora by producing, and sharing and exchanging information, analyses and learning opportunities;
Support organising of ICVA learning Streams tailored for the region.
Influencing and advocating:
Work to ensure a strong and multi-faceted NGO voice from the region is reflected in key debates and decision-making forums in the region and global levels that affect humanitarian action;
In order to advance key issues and messages with ICVA’s network, support the development of tools and materials such as policy briefs, policy recommendations, summaries of key conferences/meetings, collective statements…
Identify stakeholders and allies for the development of advocacy, campaigning, capacity building and communication strategies;
Assist in supporting NGO Fora in the region including supporting their advocacy initiatives and their capacities to work in the region and globally.
Connecting members:
Ensure interaction and consultations with members, NGO fora, regional actors and donors;
Ensure interaction and network with ICVA’s members, and reach out to potential new members;
Inform and liaise with members and NGO fora;
Provide ongoing technical support to members/NGO fora in developing their capacities;
Lead in enhancing/developing relationships with intergovernmental organisations, regional actors and other stakeholders.
Supporting members:
Support in strengthening the capacities of NGOs in the region to engage in the humanitarian system;
Support the NGO Fora programme to strengthen the collective action.
Convening:
Support in coordinating, organising, and delivering meetings, workshops, discussions and training sessions as needed to support NGO community in the region;
Contribute to developing and maintaining relationship with ICVA`s members at a number of levels; in the region and at country levels;
Support the implementation of ICVA`s membership enabling strategy and work plans in East and Southern Africa;
Liaise with the other Regional Engagement Coordinators and policy team to convene actors to strengthen capacity building, advocacy and campaigning skills among ICVA members and NGO fora.
Other:
Identify resources to support the consolidation of the regional work;
Support in the implementation of dedicated programmes with partners for the region;
Participate in planning and preparing the budget and workplans for the region;
Undertake other activities as requested to support ICVA’s mission and vision;
Support hosting and/ or promote humanitarian training opportunities for NGOs provided by other stakeholders;
Dissemination of information and soliciting feedback from national NGOs on advocacy statements through ICVA’s regional mailing list;
Be able to communicate fluently (verbal and written) in both English and Arabic.
Professional Standards:
The LWF and LWF workers must adhere to the values and principles outlined in the Code of Conduct as well as the Core Humanitarian Standard and relevant LWF policies such as Protection from Sexual Abuse, Exploitation and Harassment (PSEAH), Child Protection and Gender Justice Policy. The staff member must conduct himself/herself both professionally and personally in such a manner as to bring credit to the LWF and to not jeopardize its humanitarian mission.
