Overall PURPOSE
Manage the implementation and coordination of the designated field projects in Jordan (Health and Protection) and Syria (Health, WASH, MPCA). Providing leadership, strategic direction, management and evaluation of all aspects of the Medair programme, the Program Coordinator also plays a key role in liaison with local authorities and other relevant stakeholders, team leadership and programme development.
Workplace & Conditions
Field based position in Amman, Jordan, with frequent travels to Damascus, Syria (20%).
Starting Date / Initial Contract Details: May 15, 2026. Full time, 12 months.
Position Reports to: Country Director
Position directly supervises: Project Managers, MEAL Manager, IM Manager, Partnership Manager
Key Internal Contacts: Senior Managers across Programmes and Support in Syria and Jordan as well as Programme Quality (MEAL, Technical Advisors) at Medair’s Global Support Office (GSO)
Key External Contacts: The Jordanian Government (in particularly the Ministry of Health), Jordan JIF Heath NGO Group, Syria Health Sector, International and National NGOs as well as UN agencies in Syria and Jordan, Partner Organizations, Subject matter experts (especially health) in-country and abroad.
MAJOR OBJECTIVES:
Programme Management
Contribute to the strategic direction of the Jordan and Syria programmes as part of the Senior Management Team.
Oversee the overall implementation of the designated project(s) in consultation with the relevant Project Manager(s) and in accordance with the project proposals ensuring objectives are met within the required time frame, budget, and international quality standards. Where necessary, ensure preventative and corrective action is taken.
Support relevant Project Manager(s) in day-to-day decision making.
Provide oversight to ensure that regular monitoring and evaluation assessments against project objectives are conducted and reports are made to the relevant in-country or GSO managers or to donors.
Support the Country Director and Programme Funding Manager in the development and production of new project concepts and proposals that are in line with current best practices and effective transitional strategies within the humanitarian and development nexus.
Develop, with the other senior field managers, an implementation strategy (including exit strategy) with the country context and strategy.
Support programme teams in building and sustaining strong partnerships, especially with national/local NGOs, by actively engaging in capacity strengthening, mentoring, and fostering an environment of shared learning.
Ensure complete reporting of activities to Medair, donors, country management team and any other bodies.
Ensure all documents related to the project are produced and filed according to Medair and donor guidelines.
Health Technical Oversight
Maintain an overview of the countries’ health programmes and of the regional context, with a view to strategically developing new projects in current sites and/or surrounding regions, and proactively planning for responsible exit.
With input from the PMs and in consultation with GSO health, nutrition and MHPSS Advisors, give technical advice on potential involvement in new interventions and internal capacity for implementation.
Define policies, guidelines and protocols for the medical aspects of Medair’s work in Jordan and Syria in line with relevant government, Sphere and WHO guidelines.
Provide technical support to the health teams in all Jordan and Syria, including the writing of donor proposals and reports.
Supervise and monitor the quality of reporting systems for health data collection, analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.
Quality Management
Support in the supervision of the Monitoring & Evaluation manager and ensure adequate roll out of Information Management systems within programmes through the IM team.
Ensure designated project(s) are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. Follow the direction of the relevant advisors at GSO regarding quality, strategy and technical guidelines.
Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits. Ensure that all standardised formats are used and guidelines are followed.
Ensure programs collaborate across sectors on outcome-based gender sensitive programs for greater impact.
Representation
Develop and maintain relationships with relevant stakeholders (e.g., beneficiaries, community leaders, local and national government officials, donors, UN agencies and other NGOs) and represent Medair at meetings (e.g., state and local government, sector-coordination, especially the Jordan Health NGO Group, and security) to facilitate and ensure cooperation and partnerships.
Seek out and actively participate in relevant local networks or task groups on specific humanitarian aid issues, including related to health, MPCA, Protection and WASH in both Jordan and Syria.
Accompany donors on field trips and ensure programme details are transmitted in a professional manner.
Financial Management
Plan and construct the budgets for the designated projects, in collaboration with the relevant Project Manager(s) and Sector Advisors and in accordance with donor guidelines.
Ensure that budgets are spent according to donor proposals and regulations and within the timeframe, making any budget adjustment recommendation.
Monitor the spending of the designated project(s) to ensure they operate in line with Medair and donor guidelines for financial accounting and reporting practices.
Staff Management
Ensure all personnel related issues for the staff of the designated project(s) are carried out in accordance with Medair guidelines. This includes recruitment, appraisals, objective setting, development and training, disciplinary action, etc. If applicable, work with the relevant Project Manager(s).
Provide leadership and people management for direct‑report staff through ongoing coaching, training, supervision, and mentoring, including setting clear expectations, agreeing performance goals, offering continuous constructive feedback, and completing formal performance reviews.
Design and oversee individual development plans that include hands‑on learning opportunities, support skills development, encourage internal knowledge sharing, and provide direction on professional growth and career progression.
Hold regular team and one-to-one meetings and, through a consultative leadership style and a transparent, honest and supportive communication structure, develop and build an effective team.
Foster effective collaboration both within programme teams in Jordan and Syria and across programme and support functions.
Support staff wellbeing and duty of care by actively monitoring workload and self care, and by managing time, attendance, and leave approvals to ensure sufficient team coverage and operational continuity.
Security Management
Monitor and review the security status of the area(s) of operation on a regular basis. Make reports as appropriate.
Oversee and monitor program staff adherence to security protocols, including security incident reports.

PERSON SPECIFICATION:
QUALIFICATION / EXPERIENCE:

Vocational Qualifications
University degree in a relevant subject such as Management / Development Studies in a relevant technical subject (preferably Health related).
Clinical degree (nurse or doctor), or Master’s degree in Public Health.
Work experience
• 6 years post-qualification experience in a management position managing complex, multi-sectoral humanitarian programming, preferably in a relief environment in Jordan and/or Syria.
• 3 years post-qualification experience in a position managing humanitarian health projects.
• Experience with direct implementation as well as working through local/national partners.
• Experience with implementing Health & Nutrition, WASH, MPCA, and Conditional Cash programming.
• Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines.
• Experience with external coordination and representation.
Languages
Strong working knowledge of English & Arabic (spoken and written).
IT
Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
