Job Description
CDM Smith is seeking a Contracts Engineer to support the Aqaba Amman Water Desalination and Conveyance Project- AAWDCP Procurement Support Contract (APSC), in which CDM Smith provides assistance to the Ministry of Water and Irrigation in Jordan- MWI, as owner advisor through the negotiation, financial close and implementation phases of the National Conveyor Project (NCP). Primary Position Responsibilities:
- Work effectively within multidisciplinary, cross-cultural teams in Jordan and internationally.
- Review and comment on draft contract documents during the transition from contract negotiations to construction preparations.
- Review and provide technical input on highly complex engineering design submissions, and cost estimates.
- Review subcontractor (subconsultant) deliverables for contractual, technical, and quality compliance.
- Prepare documentation in both Arabic and English covering technical, commercial, and contractual topics.
- Support the preparation of technical and contractual documentation for pre-construction activities.
- Coordinate closely with engineering, legal, and project management teams to ensure readiness for construction commencement.
- Participate in regular meetings with United States and Jordan governments, the Ministry of Water and Irrigation (MWI), and committees assigned by the Government of Jordan as assigned by project and technical managers.
- Support coordination with donors and other project stakeholders.
- Conduct site visits on an as-needed basis, manage and process collected information, and incorporate findings into project documentation.
- Assist with the development and submission of technical reports, memos, administrative reports, and presentations.
- Attend workshops, and symposia as directed by the project management.
- Ensure all deliverables comply with applicable laws, codes, company policies, quality standards, and contractual requirements.
- Perform other duties as assigned by project and technical managers.
Skills & Abilities
Expert Knowledge of computer assisted design and drafting (CADD) 3D and 4D software and practices. Expert Knowledge of engineer principles of design. Expert Knowledge of Microsoft business software (excel, word, etc.). Excellent verbal and written communications skills. Expert knowledge of federal, state and local regulations.
Qualifications
- Bachelor’s degree in Civil, Environmental Engineering or related field with experience in contract management within the water or infrastructure sectors.
- Minimum 8 years of relevant experience in project development and procurement, with a preference for experience in infrastructure contracts, particularly in Build Operate Transfer (BOT) and Engineering, Procurement and Construction (EPC) contracts.
- Familiarity with the principles of water systems design and operation.
- Prior experience working at a multinational firm or with an engineering or contractor firm is preferred.
- Demonstrated proficiency in report writing.
- Effective communication skills in both English and Arabic (speaking, reading, and writing).
- Knowledge in Civil 3D, Water CADD, Storm, and spreadsheet software is essential.
- Strong analytical and problem-solving abilities, with meticulous attention to detail.
- Must be a Jordanian citizen and legally eligible to work in Jordan.
- Professional certification or licensure as a Engineer through the Jordan Engineers Association.
- Basic knowledge in project scheduling tools such as Primavera and MS Project.
Preferred Qualifications
- Master’s degree in Civil, Environmental Engineering or related field - Post-graduate degree or certification in project management (ex. PMP) - Previous demonstrated experience supporting large internationally-funded water or wastewater infrastructure projects
