Talent Acquisition Section Head
About the Role
A leading company is seeking a driven Talent Acquisition Section Head to lead its recruitment function and support the attraction, sourcing, and hiring of high-quality talent. The role will oversee the end-to-end recruitment strategy, lead the Talent Acquisition team, and partner with hiring managers across the organization to ensure timely, high-quality hiring aligned with business and workforce needs.
Key Responsibilities
- Lead and develop the Talent Acquisition team, overseeing end-to-end recruitment for open positions across the organization.
- Design and execute the recruitment plan and sourcing strategy in alignment with business and workforce needs.
- Partner with hiring managers and department heads to define role requirements, position specifications, and selection criteria.
- Oversee sourcing, screening, interviewing, assessment, and selection processes to ensure timely and quality hiring decisions.
- Develop and maintain talent pipelines for critical and hard-to-fill positions to support current and future hiring needs.
- Drive employer branding and recruitment marketing initiatives, including career sites, social media, job fairs, and university partnerships, to build a strong talent pipeline.
- Manage relationships with recruitment agencies, job boards, universities, and other external sourcing channels; negotiate terms and monitor service quality and effectiveness.
- Track and report Talent Acquisition KPIs, including time-to-hire, cost-per-hire, offer acceptance rate, and quality of hire, and continuously improve the recruitment process.
- Oversee the Talent Acquisition budget and ensure recruitment activities remain within approved limits.
- Ensure all recruitment activities comply with company policies, applicable labor laws, and equal opportunity and non-discrimination standards.
- Coordinate with Compensation & Benefits on salary benchmarking and prepare job offers for selected candidates, ensuring alignment with approved compensation structures and policies.
- Coordinate the onboarding handover for new hires to ensure a smooth transition from recruitment to onboarding.
- Conduct regular meetings with the Talent Acquisition team to review recruitment pipelines, workflows, priorities, and challenges, and take appropriate corrective actions where required.
- Identify training and development needs for the Talent Acquisition team, conduct performance appraisals, and recommend appropriate development and performance improvement actions.
- Maintain accurate and up-to-date recruitment data and records within recruitment systems, ensuring data integrity and timely reporting.
- Continuously improve the candidate experience throughout the recruitment process by reviewing processes, gathering feedback, and implementing improvement initiatives.
- Act on behalf of the HR Director on Talent Acquisition matters in their absence, within the scope of formally delegated authority.
What We're Looking For
- Bachelor's degree in human resources, Business Administration, Psychology, or a related field.
- Minimum of 8 years of experience in Talent Acquisition/Recruitment, with proven experience in food or pharmaceutical manufacturing companies, including experience leading a team.
- Strong negotiation, communication, and relationship management skills.
- Proven ability to manage a recruitment budget and monitor recruitment performance and KPIs.
- Solid understanding of the talent market, recruitment trends, and sourcing strategies.
- Excellent command of English, both written and spoken.
