HR Planning Engineer shall deliver and support business enhancement projects and conduct manpower related studies for operational and support departments to determine the optimal headcount and advice on the scheduling mechanism using engineering tools. The role also involves managing the implementation of a variety of programs related to retention, succession, talent management and recognition programs.
Duties & Responsibilities:
- Conducting manpower planning studies using industrial engineering concepts for different departments within the organization to determine the optimal headcount that achieves highest levels of employees’ utilization and maintain smoothness of operations and workflow.
- Implementing HR programs that are related to employee retention, succession planning, and talent management and employee recognition.
- Preparing periodic reports on (monthly, quarterly, semiannual and annual basis) related to departmental headcounts, position levels, years of service, age bands, sick leaves, leaves without pay, training, duty travel, staff cost, turnover per department, overtime and work injuries.
- Benchmarking with other airlines and the regional aviation market on issues related to organizational structures, HR programs and scheduling mechanisms.
- Updating current organizational structures in a periodic manner to incorporate the changes in position holders.
- Updating job descriptions in a periodic manner and ensuring data included in all forms are complete, correct, and specific.
- Calculating turnover rates for all departments within the organization and ensuring rates are within industry standards.
- Constructing process charts for all HR functions in order to ensure consistency of operation and a proper cycle of approvals for each process.
- Conducting internal equity and comparison studies to determine the salaries of newly hired employees.
- Checking the eligibility requirements of all staff promotion requests and setting recommendations to the concerned committee on this issue.
- Reviewing annual appraisal forms and ensuring that forms are complete with the necessary signatures, pointing out discrepancies and attending the calibration meetings with the concerned management and reflecting the approved-on changes.
- Preparing various Human Resources reports upon the request of different official bodies and regulatory bodies.
- Conducting adhoc HR related studies and presenting the results in a professional manner to facilitate and provide the in-depth needed information to be able to take the right decisions
Knowledge and Skills Required:
- Good understanding of manpower calculation methods and time & motion studies.
- Excellent communication skills with the ability to professionally communicate with all levels across the organization
- Excellent follow-up and project management skills.
- Ability to present and document studies and reports to others including senior management members.
- Proficiency in MS Office
Qualifications:
- Bachelor's Degree in Industrial Engineering
- 0-3 years of experience
