MAIN RESPONSIBILITIES
The Deputy General Coordinator in charge of programs is responsible for the development of the country programmatic strategy, in line with MdM mandate and overall strategy; and ensures continuous quality and technical positioning through the guidance of the Medical and MHPSS Coordinators that s/he manages.
S/he ensures the design and oversees the implementation of needs-driven programs, adaptable to contextual changes; and guarantees their alignment with MdM, donors’, national authorities’ strategies, frameworks and procedures along with relevant legislation.
Under the line management of the General Coordinator, and the technical management of the Desk Manager, s/he works in close collaboration with the Deputy General Coordinator for Support, along with key other departments at coordination level (such as but not limited to Grants, Security-Safety-Access, MEAL) and Deputy Field Coordinators for Programs at base level.
S/he can be temporarily appointed as acting General Coordinator where relevant.

ROLES
Programs leadership
-Provides strategic oversight and humanitarian leadership, advising the General Coordinator and the coordination team on programs orientations, intervention modalities, cross-cutting priorities and the development of new activities.
-Leads and promotes innovation and programs quality improvement across the mission.
-Proactively contributes to the development of key mission documents (e.g. country strategic overviews, operational summaries and programs planning tools), in close collaboration with HQ when required.
-Support services support teams in understanding operational-related constraints and identifying appropriate solutions.
Context analysis, needs assessment and strategic planning
-Closely monitor the humanitarian situation in the areas of intervention and provide timely updates and alert to support adjustments of the operational approach through programs analysis.
-Coordinate needs assessments and support the development of new programs opportunities to ensure the mission’s portfolio remains aligned with evolving needs and context dynamics.
-Lead the design and implementation of the mission’s programs strategy, based on needs and gap analysis, actor mapping, and MdM’s added value and mandate.
-Lead the development and roll-out of the country intervention logic, ensuring coherence across projects and alignment with strategic priorities.
-Contribute to contingency planning and, when relevant, oversee the design of an Emergency Preparedness and Response Plan (EPREP) to ensure continuity of the humanitarian response.
-Oversee programs planning in close collaboration with bases and relevant departments (Support, MEAL, Grants, Safety-Security-Access).
Proposal development (in close collaboration with the Grants department)
-Oversee the identification of programmatic and technical funding needs and regularly provide the Grants with concept notes and funding requirements.
-Facilitate the planning of project proposal submissions, reports, and amendment requests.
-ontribute actively to key project cycle moments, including go/no-go decisions, kick-off meetings and other strategic coordination milestones.
-Supervises the development of technical programmatic components, ensuring that logistical, HR and financial planning are appropriately integrated into proposals and reports.
-Lead the identification of operational partners when required and support the development of complementary partnerships in line with MdM values and principles.
-Lead the coordination with other MdM operational Chapters’ counterparts when developing new interventions, developing programmatic alignment and synergies, and representing MdM as program lead when needed (MdM Network, donor’s meetings, etc.)
-Support, together with the General Coordinator, the development of the mission’s donor portfolio, fundraising strategy and external representation efforts.
Programme Monitoring, Analysis and Reporting
-Ensure that medical and mental health analyses are regularly conducted by Technical Coordinators, drawing on MdM and external data, and used to inform new proposals and advocacy efforts.
-Develop key programmatic monitoring tools to provide an overall mission programs overview, working closely with the Grants team to harmonize internal and external reporting requirements.
-Ensure that data is collected and analyzed in a timely and qualitative manner for internal reporting (at least monthly) and external donor reporting.
-Contribute to the preparation of MdM monthly reports for donors, consortiums, clusters, partners, mission coordination and HQ.
Programs management and quality
-Ensure quality of program implementation in line with MdM’s mandate, guiding principles
Inform the General Coordinator in a timely manner of any significant challenges and proposes appropriate mitigation measures.
Ensure coherence, relevance and technical soundness of all programme components (activities, modalities, indicators, etc.), aligned with population needs.
Oversee compliance with the project cycle and implementation timelines for all projects.
Supervise Technical Coordinators and provide guidance to strengthen their support to field teams.
Design, define and disseminate flexible and adaptive working modalities based on context evolution, lead the development of needed SoPs with Technical Coordinators.
Contribute to institutional learning through the documentation and dissemination of lessons learned and best practices.
Ensure that key project cycle moments are conducted (quarterly reviews, project close-outs, partner reviews, evaluations and learning exercises).
Define evaluation priorities, schedule and methodologies in close collaboration with the MEAL department and contribute to internal and external evaluations when requested.
Be accountable for ensuring lessons learnt, best practices, recommendations and corrective measures are duly taken into consideration in current and future programming.
Ensure that his/her team puts in place adequate internal controls.
Support the MEAL Coordinator in developing and implementing an effective Feedback and Complaints Response Mechanism (FCRM).
Work closely with Field Coordinators and support departments to monitor expenditure and budget compliance, reporting concerns to the General Coordinator and proposing mitigation measures in case of under- or over-spending.
Team Management and capacity building
Participate to the recruitment of staff under his/her direct and indirect supervision and ensure effective onboarding and performance follow-up.
Carry out appraisals as per MdM standard requirements and procedures
Provide day-to-day management and coaching to the support services team, including objective setting and performance monitoring.
Identifies capacity building needs and delivers trainings, refreshers and technical coaching as required.
Ensure effective coordination, communication and team dynamics within support services, taking appropriate action when challenges arise.
Supervise support coordinators and strengthens their capacity to provide quality support to field teams, ensuring access to relevant technical resources and HQ guidance.
Coordination and representation
Coordinate regular programs team meetings and ensures follow-up and implementation of related action plans.
Participate actively in MdM coordination mechanisms and ad hoc meetings as requested by the General Coordinator.
Strengthen internal communication and information sharing across bases, coordination and HQ, including contributions to the monthly SITREP.
Promote effective collaboration between support services and program teams (technical, MEAL, Grants and Operations), acting as a facilitator or mediator when needed.
Ensure appropriate participation of program and technical teams in relevant coordination platforms, including within consortium and partnership frameworks.
Support the General Coordinator in external representation, networking and engagement with authorities, partners and donors, including during field visits when required.

Based in Amman (Jordan) with regular field visits to Nablus, Jerusalem and Gaza upon security situation.
CONTEXT:
Médecins du Monde-France (MdM-F) is an international humanitarian organisation whose mission is to provide medical care for the most vulnerable populations, the world over, including France. Palestine Context
Médecins du Monde (MdM) operates across the Gaza Strip and the North West Bank, delivering essential medical and mental health services to conflict and occupation-affected populations despite severe access restrictions and an increasingly volatile security environment.
The magnitude and severity of death, destruction and extreme deprivation in the Gaza Strip have generated profound human suffering and humanitarian needs. In the West Bank, demolitions, operations by Israeli forces, settler violence and movement restrictions continue to trigger displacement and drive a range of humanitarian needs. The erosion of community resilience mechanisms has further intensified needs across all sectors.
Amid these constraints, Médecins du Monde (MdM) maintains a flexible medical and mental health response. Despite growing access restrictions, evacuation orders, and a shrinking humanitarian space forcing suspension and permanent closure, MdM continued its direct service provision in 7 Primary Healthcare Centers over the past year.
Since the Gaza ceasefire of October 2025, military escalation in the northern West Bank is expected to continue scaling-up and will led MdM to intensify its medical and mental health direct response while continuing to support the Palestinian health system despite severe and rampant access restrictions.
MdM Network
The MdM international network has 17 organizations (known as chapters). In Palestine, MdM Spain and MdM Switzerland implement in the WB and Gaza. MdM France works very closely with MdM Spain and MdM Switzerland.
SKILLS REQUIRED:
Education & Experience:
Master’s degree in international Relation or Public Health or Social Science or any other relevant field
Program coordination profile, with experience in health projects.
At least 5 years’ experience in the humanitarian sector, including in complex contexts
At least 2 years of experience with a similar position
Experience with partnership
Experience in collaborating with authorities
Experience in multi-sectoral, regional and/or cofunded programming management
Experience/knowledge of the region is an asset
