Background:
The Strengthening Infectious Disease Detection Systems (STRIDES) Project implemented by FHI360 and Funded by the U.S government supports Jordan’s efforts to strengthen global health security capacities across human health, animal health, and multisectoral systems. STRIDES focuses on improving surveillance, laboratory systems, workforce capacity, infection prevention and control, and emergency preparedness and response.
In Jordan, STRIDES works closely with national partners, including the Ministry of Agriculture (MOA), Ministry of Health, Jordan Center for Disease Control, and other relevant stakeholders, to strengthen the early detection, reporting, and coordinated response to priority infectious disease threats.
Purpose of Consultancy:
This consultancy will support the MOA in strengthening animal health surveillance capacity, with particular emphasis on zoonotic diseases. The MOA has established event-based surveillance (EBS) protocols and standard operating procedures (SOPs). The assignment will build on these existing resources by adapting them into a practical, user-friendly training package and delivering training to veterinarians and other relevant animal health personnel.
The consultant will work closely with STRIDES Jordan and the MOA to review the existing EBS protocol and SOPs and develop Arabic clear, operational training materials. The training will cover signal and event identification, reporting and notification procedures, risk-based site selection, sampling schedules, safe sample collection, handling and transport, and communication and coordination channels among veterinary personnel and relevant authorities.
The assignment is not intended to establish a new surveillance system. Rather, it aims to strengthen the practical and consistent implementation of the existing system by improving the knowledge, skills, and competencies of veterinary personnel at national and subnational levels.
The purpose of this assignment is to develop Arabic Ministry of Agriculture’s event-based surveillance (EBS) Protocol and standard operating procedures (SOPs), together with the high-risk-area analysis, into a standardized and practical training package. The consultant will also deliver the training to MOA veterinary and animal health personnel across the governorates to strengthen the early detection, verification, notification, and coordinated response to priority zoonotic events.
The specific objectives are to:
Develop an MOA-validated EBS training package, including facilitator and participant materials, practical exercises, and pre- and post-training assessment tools, based on the existing EBS Protocol, SOPs, and high-risk-area analysis.
Train 170 MOA veterinary and animal health personnel to identify, verify, notify, and respond to zoonotic signals and events within the required timelines.
Reinforce the application of risk-based site prioritization, standardized sampling procedures, safe specimen handling and transport, and effective communication and coordination channels within the veterinary surveillance system
Scope of Work:
Under the technical direction of the STRIDES Epidemiology and Surveillance Advisor, and in collaboration with MOA, the consultant will:
Review the existing MOA EBS Protocol, related standard operating procedures (SOPs), high-risk-area analysis, and EBS training concept note. Based on this review and consultations with MOA, prepare a workplan confirming the proposed training content, session structure, delivery methodology, workplan, and schedule.
Adapt the EBS Protocol and SOPs into a comprehensive and practical training package. At a minimum, the package will cover:
Introduction to EBS and Priority Hazards.
Event detection and triage methods.
Field verification and response.
Biosafety and Biosecurity.
Communication and reporting.
After Action Review.
Cross Sectoral Coordination.
Digital Reporting Tool (EIDSS).
Develop pre- and post-training assessment tools and facilitate the review and validation of the draft training package with MOA. Incorporate all agreed feedback and submit a final MOA-endorsed version of the package.
Organize and deliver five three-day training sessions for a total of 170 MOA veterinary and animal health personnel from all governorates. The training will be delivered in Arabic and will include practical exercises, case-based discussions, and pre- and post-training assessments to measure knowledge gain.
Prepare and submit a consolidated training report documenting participant attendance, training implementation, pre- and post-assessment results, key findings, lessons learned, participant feedback, and recommendations for sustaining and applying the strengthened EBS capacity.
