BACKGROUND
The primary objective of the Project Coordinator is to lead the planning, implementation, and monitoring of the Jordan Integrated Landscape Management Initiative (JILMI) to ensure technical coherence and operational synergy across all project components. The coordinator will guide the integration of climate change adaptation and ecosystem resilience into landscape and water management; promote community-based and participatory rangeland restoration; strengthen nature-based livelihood diversification and market linkages; and support institutional capacity development for sustainable land, water, and biodiversity governance. In addition, the coordinator will oversee the implementation of project components and provide leadership in managing partnerships, fiduciary oversight, and programme performance monitoring in accordance with IUCN and GCF standards.
The Project Coordinator will be responsible for the strategic and operational management of the JILMI project. The incumbent will provide leadership to the Project Management Unit (PMU), oversee planning, budgeting, implementation, and reporting, and ensure coherence among all components and partners. The position requires a strong combination of managerial, technical, and partnership-building skills to deliver efficient and high-quality results in line with IUCN and GCF policies and procedures.
Job Description
Key Functions:
Leads the development, implementation and evaluation on technical issues of assigned programmes/projects; directs review of relevant documents and reports; identifies priorities, liaises with relevant parties; identifies and initiates follow-up actions.
Coordinates JILMI sematic components, and reviews the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies.
Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications.
Directs substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
Manages outreach activities; designs and conducts training workshops, seminars, makes presentations on assigned topics/activities.
Leads field missions, including provision of guidance to external consultants, government officials and other parties.
Provides advice to develop policies and strategies as well as national protocols and guide lines for projects with specific domains related to IUCN's work.
Specific Functions
- Lead the development and implementation of detailed work plans and results-based Annual Work Plan and Budget (AWP/B), ensuring effective delivery, quality control, and alignment across all JILMI components and activities.
- Manage a multidisciplinary Project Management Unit (PMU) composed of national and international experts, officers in Ministry of Environment, consultants, and implementing partners, fostering a collaborative and results-oriented working environment.
- Guide and collaborate with Project Technical Partners (TPs)on executing specific project activities and managing TPs’ performance and delivery rate.
- Develop TORs and assist IUCN ROWA, implementation partners and Technical Advisor in the identification, selection and recruitment of staff, consultants and other experts as required;
- Supervise, coordinate and facilitate the work of project staff and sub-contractors (including national and international consultants);
- Oversee, monitor, and evaluate the performance of consultants, service contracts, and implementing partners, ensuring adherence to IUCN and GCF operational and fiduciary standards.
- Ensure timely planning and management with procurement, human resources, finance, and logistics officers in IUCN, maintaining full compliance with IUCN internal procedures and GCF project requirements. Report to UN Environment, EEs and the PSC regarding project progress.
- Lead the establishment and operationalization of a robust Monitoring, Evaluation, Accountability and Learning (MEAL) system, ensuring systematic data collection, adaptive management, and continuous learning within the project and among partners.
- Monitor and report project risks and implementation challenges, and initiate corrective actions to ensure compliance with GCF and IUCN Environmental and Social Safeguards (ESS), gender policy, and zero tolerance for Sexual Exploitation, Abuse and Harassment (SEAH).
- Coordinate the preparation and submission of all required project reports—including quarterly, semi-annual, and annual technical and financial progress reports—ensuring quality assurance prior to submission to IUCN and the Project Steering Committee.
- Serve as secretariat to the Project Steering Committee and Technical Advisory Group, coordinating documentation, facilitating discussions, and ensuring decisions are implemented effectively to support adaptive management.
- Promote the mainstreaming of gender equality, youth engagement, and social inclusion across all project activities, while integrating principles of climate resilience, disaster risk reduction, and sustainable livelihoods.
- Ensure that all project inputs, equipment, and technical assistance are delivered efficiently, effectively, and in a timely manner.
- Represent IUCN and the project in national and regional coordination meetings, workshops, and conferences relevant to integrated landscape management, water and rangeland restoration, and climate adaptation.
- Provide policy and technical advice to national counterparts on landscape restoration planning, ecosystem-based adaptation, and natural resources governance, ensuring integration into national strategies and frameworks.
- Lead the development of knowledge products, communication materials, and policy briefs capturing lessons learned, innovations, and success stories for dissemination and replication.
- Perform any other relevant duties as may be required for the effective and timely delivery of the JILMI project.
Requirements
- Education:
- Advanced university degree (Master’s or higher) in environmental management, natural resources management, climate change, agriculture, or a related field.
Experience
- Minimum of 8 years of relevant professional experience, including at least 5 years in managing large-scale, multi-partner environmental or climate-finance projects.
- Proven experience with GCF/GEF, or other international funding mechanisms, including familiarity with their standards on reporting, safeguards, and results-based management.
- Demonstrated leadership in team management, stakeholder coordination, and policy dialogue with government institutions.
- Experience working in West Asia or dryland environments is a strong asset.
- Experience:
- Minimum of 8 years of relevant professional experience, including at least 5 years in managing large-scale, multi-partner environmental or climate-finance projects.
- Proven experience with GCF/GEF, or other international funding mechanisms, including familiarity with their standards on reporting, safeguards, and results-based management.

- Language:
