La Chaîne de l’Espoir is a French non-profit organization founded in 1994. It is an independent and impartial international aid organisation working in situations of poverty and exclusion, conflict and disaster. La Chaîne de l’Espoir is a network of medical and surgical expertise. A key player in healthcare, the organization is committed to providing medical treatment and education to the children who need it the most.
Description of programs
In Jordan, access to quality pediatric healthcare, especially specialized pediatric surgery, remains limited. Public hospitals are overburdened, leading to long waiting times, delayed diagnoses, and unequal access for children from rural or low‑income areas. Many conditions that require early identification and timely surgical intervention are detected late due to gaps in screening systems and limited availability of specialized pediatric services.
To address these challenges, CDE plans to progressively shift, starting in 2026, from conducting surgical missions in private hospitals to build the capacities of Jordan’s public hospitals. This transition will strengthen the public health system by using existing infrastructure, reducing operational costs, and expanding access to timely pediatric care. By training and mentoring public healthcare staff, CDE will contribute to building sustainable local capacity in pediatric and surgical services. Importantly, CDE already collaborates with the Ministry of Health to improve national health policies, including strengthening early detection and referral strategies for pediatric conditions. This established partnership provides a strong basis for deeper integration into public hospitals. This shift will promote more equitable access to pediatric care, support national health priorities, and reinforce long‑term collaboration with the MoH, ultimately improving health outcomes for children across Jordan.
Within the frame of its programming in Jordan, La Chaîne de l’Espoir is looking for a Head of Mission.
Main Responsibilties:

Representation and External Relations
Act as the official representative of La Chaîne de l’Espoir in Jordan towards national authorities and all external stakeholders. As such, be able to speak publicly on behalf of the organisation or delegate this responsibility to team members when appropriate.
Serve as the primary focal point for governmental authorities and be authorised to sign, when required and in accordance with internal procedures, documents that commit the organisation in the country.
Uphold and promote the image of La Chaîne de l’Espoir in Jordan by ensuring the professionalism of the team, compliance with national and international regulatory frameworks, and the quality of all implemented activities.
Ensure that all activities respect the International Convention on the Rights of the Child, and that programmes aim to provide high quality services to child and adult beneficiaries while guaranteeing respect for their rights.
Maintain a regular, clear, comprehensive and constructive communication flow with the Headquarters’ coordinator and all relevant colleagues.
Ensure that the team and the Country Representative adhere to La Chaîne de l’Espoir’s values, internal regulations, and code of ethics.
Build and sustain strong relationships with key humanitarian coordination bodies (local and international), government entities (central and decentralized), and nonstate actors, notably through active participation in technical and bilateral meetings.
Liaise with the local representations of institutional donors and work closely with partners on project updates, field visits, and communication requirements.
Identify opportunities for collaboration and coordinate with other organisations to ensure La Chaîne de l’Espoir’s activities complement existing initiatives without duplication.
Maintain regular contact with donors present in Jordan to keep them informed about La Chaîne de l’Espoir’s strategies and activities, in close collaboration with the Institutional and Private Funding Departments.
Represent CDE in NGO cluster meetings or coordination forums such as the Jordan INGO humanitarian Forum.

Strategy and Planning
Propose and develop an operational strategy for the health and protection components, aligned with the organisation’s policies, Jordanian public policies, and identified local needs or regional needs when relevant.
Lead the development of project proposals with field teams and technical, financial, and logistics staff, both locally and at Headquarters.
Ensure adequate human resource planning and organisational structures adapted to programme needs, in close coordination with the HR officer and managers.

Oversight of Project Implementation and Country Office Operations
Operational Management
Ensure that project implementation meets quality standards and technical requirements.
Review monthly budget consumption and progress against targets, and recommend adjustments when necessary.
Guarantee timely implementation of activities, achievement of results, and responsible budget use through effective monitoring and evaluation systems.
Anticipate and mitigate risks, manage unexpected issues, and propose relevant mitigation and response measures.
Propose and supervise ongoing and final evaluations and ensure lessons are documented and used.
Finance
In collaboration with the support service manager:
Authorized signatory for financial matters, empowered to operate bank accounts, conduct banking and financial transactions, and sign checks, under delegated authority and in full compliance with the organization’s rules, procedures, and policies
Develop an annual budget with the Finance FP and other team members and ensure its follow-up.
Support budgeting and financial monitoring using internal tools, in coordination with the headquarters finance focal point.
Validate financial documents shared by partners (cashbooks, supporting documents, etc.).
Validate financial information related to the country office and activities before transmission to HQ.
Approve monthly financial needs of the projects and the country office prior to submission to HQ.
Logistics
In collaboration with the support service manager:
Ensure an annual action plan for the logistics function is developed and monitor its implementation.
Ensure proper management and use of stocks and equipment dedicated to project activities.
Oversee regular inventory updates, including consumables, medicines, and medical equipment stored in the Jordan country office.
Ensure compliance with procurement procedures for purchases, works and services, including completeness and quality of documentation.
Human Resources
In collaboration with the support service manager:
Closely follow national staff recruitment processes and validate key steps.
Develop an annual HR action plan and oversee good HR management practices.
Support conflict resolution and arbitration
Promote and uphold La Chaîne de l’Espoir’s values and ethics.
Ensure that La Chaine de l’Espoir HR management complies with legal requirements and ensure adherence to HR policies, ethics and best practices.

Team management and leadership
Establish a good work-life balance and support the team (listen, motivate, empower, supervise the staff under their responsibility).
Conduct performance appraisals and set objectives in line with program requirements
Motivate teams and provide the necessary support to achieve programme objectives.
Lead team coordination and staff meetings.
Ensure staff capacity development.

Partnerships
Ensure the development, formalisation, implementation, and monitoring of partnerships in Jordan (including assessment/due diligence of partners upon need).
Propose and build new partnerships in line with organisational policy.
Maintain high-quality relationships with all partners.

Quality Assurance
Assess activities and ensure efficient use of resources.
Conduct regular field visits to provide supervision, technical guidance, and monitoring of project progress.
Ensure quality control, added-value analysis, impact measurement, identification and documentation of best practices and lessons learned.
Ensure lessons learned are integrated in project design and decision-making.
Guarantee compliance with internal procedures and donor requirements.

Reporting
Provide regular and updated information on progress and challenges to the HQ.
Coordinate the drafting of donor reports and internal annual reports with the institutional funding focal point and in close collaboration with the Program Coordinator and finance focal point at HQ.
Support audit processes (including donor audits) and ensure implementation of accepted recommendations.
Ensure internal reporting quality and compliance with organisational standards.
Guarantee proper archiving and conservation of all documents related to the organisation and its activities.

Security
Lead the development of the security pack and ensure its follow-up.
Ensure implementation and updates of the security guidelines.
Guarantee staff security briefings for all personnel permanently based in Jordan or deployed for missions, and ensure compliance with security procedures.
Monitor the local security environment, inform HQ of developments, and propose relevant measures and adaptations.
Participate in security briefings organised by relevant entities (INSO, UN, coordination mechanisms, French representation, etc.).
Immediately report and coordinate with HQ on any security incident.
Qualifications:
Education
Advanced university degree in business administration, public health, political science, international relations, project management, or a related field.
Work Experience
Minimum of 5 years of experience in the humanitarian or development sector.
At least 3 years in a similar leadership role, preferably with an international NGO.
Experience in the health sector is desirable.
Strong humanitarian background required.
Languages
Strong verbal and written communication skills in English and Arabic
French is an asset.
Interpersonal skills
Adherence to humanitarian principles and La Chaîne de l’Espoir’s code of ethics.
Strong analytical skills and ability to develop comprehensive and inclusive country strategies and context analyses.
Excellent interpersonal and diplomatic abilities, with demonstrated experience building effective relationships with authorities, organisations, and donors.
Strong reporting skills, including experience with donor financial reporting.
Demonstrated capacity to ensure compliance with donors' strategic requirements.
Experience working in insecure or complex environments.
Strong communication skills
Ability to contribute to La Chaîne de l ’Espoir’s visibility in the media
Proficiency in Microsoft Office Suite.

Basic salary range (3,300 – 3,849 JOD) based on profile and experience.
