Role Overview:
This is a middle management role responsible for providing strategic leadership across resource mobilisation, donor engagement and partnership development across Syria, Jordan, Lebanon and Tunisia. The position will strengthen ActionAid Arab Regional Office's (AARO) ability to articulate contemporary development and humanitarian priorities, as outlined in the ActionAid Arab Regional Strategy and emerging regional trends, to a wide range of external stakeholders.
The postholder will lead efforts to mobilise resources from a diverse portfolio of donors, including institutional donors, trusts and foundations, and high-net-worth individuals (HNWIs). Working closely with the Regional Director, Country Directors and relevant colleagues across the region, the role will develop and implement strategic donor engagement and resource mobilisation plans that leverage ActionAid's expertise in advancing women's rights, youth leadership, humanitarian response, conflict transformation and resilience.
The role will work collaboratively with ActionAid International's Business Development and Partnerships as well as funding affiliate teams to identify, develop and pursue new funding opportunities, innovative fundraising approaches and strategic partnerships. As a senior representative of AARO, the postholder will engage with donors, partners and strategic investment initiatives, contributing to the federation's ambitions to diversify income, strengthen financial sustainability, and promote learning and good practice across ActionAid and the wider sector.
Areas of Responsibilities
Key Activities
Resource Mobilisation Strategy Development and Leadership
Lead the development, implementation and periodic review of AARO's Resource Mobilisation Strategy, ensuring alignment with the ActionAid Arab Regional Strategy, ActionAid International Strategy, and regional priorities.
Provide strategic advice to the Director of ActionAid Arab Region and Senior Management Team on resource mobilisation, partnership development and emerging funding opportunities to strengthen the long-term financial sustainability of AARO.
Analyse regional and global donor trends, geopolitical developments, humanitarian and development priorities, and funding landscapes to inform strategic decision-making and organisational positioning.
Ensure resource mobilisation priorities are integrated into regional planning processes and aligned with programme priorities and organisational objectives.
Lead the development and regular review of strategic fundraising targets, performance indicators and resource mobilisation priorities, providing analysis and recommendations to senior management.
Promote a culture of strategic fundraising across AARO by strengthening organisational understanding of donor priorities, funding trends and resource mobilisation opportunities.
Business Development and Opportunity Management
Lead the development and implementation of a systematic business development process to identify, assess and prioritise funding opportunities aligned with AARO's strategic priorities.
Establish and maintain a comprehensive business development pipeline, including a regularly updated database of existing and prospective funding opportunities across institutional donors, trusts and foundations, private philanthropy and other relevant funding sources.
Develop and maintain a comprehensive database of existing and prospective donor relationships, strategic partners, consortium members and other relevant external stakeholders to support proactive business development and partnership building.
Lead ongoing donor intelligence by monitoring donor strategies, funding priorities, eligibility criteria, regional trends and emerging opportunities to inform business development and organisational positioning.
Develop, implement and maintain an effective donor engagement tracking system to record donor interactions, relationship management activities, partnership opportunities and follow-up actions across the region.
Donor Engagement, Cultivation and Strategic Partnerships
Develop, strengthen and maintain strategic relationships with institutional donors, trusts and foundations, funding affiliates, consortium partners and other key stakeholders to advance AARO's resource mobilisation objectives.
Represent AARO in donor, partner and consortium meetings, proactively positioning the organisation and identifying opportunities for strategic collaboration.
Develop and implement donor engagement plans that strengthen relationships, increase visibility and position AARO for future funding opportunities.
Lead, or support as delegated, the cultivation and strategic engagement of Gulf-based donors and philanthropic partners, identifying opportunities to strengthen relationships, expand partnerships and grow sustainable funding from the region.
Maintain regular and proactive communication with donors, funding affiliates, consortium partners and the Regional Partnerships Development Advisor by sharing funding intelligence, programme updates, success stories and strategic information that supports donor engagement and organisational positioning.
Identify, cultivate and coordinate strategic partnerships and consortium opportunities that strengthen AARO's competitiveness and expand its funding portfolio.
Bid Development and Quality Assurance
Lead and coordinate the development of high-quality, competitive concept notes, proposals and expressions of interest, ensuring alignment with ActionAid's strategic priorities and donor requirements.
Coordinate proposal development processes across technical, programme, finance and support teams, ensuring timely contributions, clear accountability and adherence to submission deadlines.
Facilitate project design and proposal development workshops to support the development of evidence-based, high-quality programme designs, logical frameworks and budgets.
Provide quality assurance of all funding proposals prior to submission, ensuring technical quality, compliance with donor requirements, value for money, gender responsiveness and organisational standards.
Develop, maintain and continuously improve proposal development tools, templates, standard operating procedures and quality assurance processes to strengthen fundraising performance across AARO.
Monitor proposal pipeline performance, including submission outcomes, success rates and lessons learned, and use findings to improve future proposal development and fundraising effectiveness.
Grant Compliance and Contract Management
Maintain oversight of grant compliance requirements, ensuring donor contractual obligations, reporting schedules and ActionAid policies are effectively communicated and monitored across the regional portfolio.
Support the development and maintenance of a grant management database to facilitate effective contract management and ensure accurate and timely updates to the ActionAid International Contract Management System (CMS).
Establish and maintain systems to proactively monitor donor reporting deadlines, providing timely alerts and reminders to the Senior Management Team, Project Managers and relevant staff to ensure contractual obligations are met.
Work closely with Finance and Programme teams to ensure projects are appropriately costed, maximise cost recovery and comply with donor budgeting and financial requirements.
Keep abreast of donor compliance requirements and communicate changes in donor regulations, policies and contractual obligations to relevant staff to strengthen organisational compliance.
Representation, Networking and Knowledge Management
Represent AARO at regional and international forums, networks, donor briefings, affiliate meetings, consultations and other strategic events to enhance ActionAid's profile, influence and fundraising opportunities.
Represent AARO in external engagements and strategic partnerships in the absence of the Regional Director, as delegated.
Build and maintain relationships with relevant networks, alliances and sector platforms to strengthen organisational learning, collaboration and strategic positioning.
Promote knowledge sharing across AARO and the wider ActionAid Federation by capturing, documenting and disseminating fundraising intelligence, good practices, lessons learned and emerging opportunities.
Work proactively with programme, advocacy and communications teams to develop compelling fundraising and donor-facing materials, including case studies, success stories, learning products and other strategic communications.

Essential Experience
Minimum of 5 years' progressively responsible experience in programme Design, resource mobilisation, business development or fundraising within the international development and/or humanitarian sector of which at least 1-2 years should be in a functional / Technical Fund Raising / Donor Engagement role.
Demonstrated experience in developing successful funding proposals and concept notes for institutional donors, trusts and foundations, multilateral agencies and other strategic funding partners.
Proven experience in identifying, cultivating and managing donor relationships, partnerships and business development opportunities.
Experience in coordinating multi-disciplinary proposal development processes and working collaboratively across programme, finance and support functions.
Experience in developing and implementing resource mobilisation strategies, donor engagement plans or business development initiatives.
Experience working with donor compliance requirements, grant management processes and contract management systems is desirable.
Essential Knowledge
Sound knowledge of the regional and global funding landscape, including trends, opportunities and challenges affecting resource mobilisation within the development and humanitarian sectors. Knowledge and working experience with Gulf donors a plus.
Strong understanding of the donor landscape, including institutional donors, funding affiliates, trusts and foundations, private philanthropy, consortium partners and other key stakeholders relevant to the Arab region.
Significant knowledge of contemporary development, humanitarian and geopolitical issues affecting the Arab region and their implications for programming and resource mobilisation.
Strong understanding of donor compliance requirements, grant management principles and risk management frameworks applicable to high-risk operating environments, including Financial Action Task Force (FATF) standards.
Knowledge of due diligence requirements, partner risk assessments and compliance obligations associated with managing grants in high-risk and fragile contexts.
