" 1. Purpose of the Position:
Reporting to the Senior Programmes Manager, the role of Grants and Business Development Officer.
The Senior Business Development & Grants Officer will lead resource mobilisation, grant acquisition, and grant management efforts, with a strong focus on Jordan and selected implementation countries. The role will proactively identify and develop funding opportunities, support programme teams in proposal development, ensure high‑quality donor compliance and reporting, and strengthen relationships with institutional and private donors.
The post holder will play a strategic role in supporting sustainability, growth, and system‑level integration, particularly for flagship programmes.
2. Responsibilities:
Proposal Development Support (40%)
Prepare and submit high‑quality, strategically tailored solicited and unsolicited proposals to institutional donors, foundations, corporate partners, and other funding entities, taking personal responsibility for accuracy, quality, and compliance.
Lead proposal planning processes, including workplans, timelines, roles, and templates, in line with donor guidelines and internal procedures.
Conduct and coordinate background research to inform proposals and reports, including:
Country and regional context analysis
Donor strategies and priorities
Organisational strategies and methodologies
Previous proposals, reports, and evaluations
Gather and synthesise inputs from the Programmes team, Institute, MEAL, Finance, Delegates, and Pioneers to ensure proposals are technically strong, locally responsive, and aligned with methodologies.
Support the preparation of all required supporting documentation, annexes, and compliance materials.
Coordinate internal review, approvals, and submission of proposals.
Ensure effective handover of successful proposals to Programme teams, and support grant kick‑off processes, including contractual, financial, and reporting readiness.
Donor and Partner Relationship Development and Management (30%)
Research and identify prospective donors and partners, including monitoring:
Grant opportunities and forecasts
Calls for proposals
Donor policy shifts
Peer NGO activity
Produce concise grant opportunity summaries and recommendations for the Fundraising Department and Senior Management Team.
Schedule, prepare for, and participate in donor and partner meetings, ensuring consistent messaging and follow‑up.
Collect and analyse donor feedback, supporting the refinement of proposals and positioning in response to donor needs.
Support strategic donor engagement across Jordan and implementation countries, including preparation for donor visits and briefings.
Contribute to strengthening external positioning with donors and partners around flagship themes.
Fundraising Knowledge Management (30%)

Update, maintain, and ensure accuracy of fundraising databases, including:
Donor and partner databases
Grant opportunity tracking systems
Proposal and reporting trackers
Develop, update, and maintain prospective and confirmed donor files, funding histories, and proposal documentation on shared drives.
-Support the maintenance and updating of online fundraising platforms and tools, including:
Fundraising pages on the website
Crowdfunding platforms
Donor mailing lists and subscriptions
Payment and donation tools
(in close coordination with the Grant Proposal Officer)

Provide administrative and logistical support to the Fundraising Department, including:
Scheduling donor and partner meetings
Preparing procurement, registration, and contractual documents
Supporting financial and compliance submissions where required
-Participate actively in intra‑ and inter‑departmental meetings to ensure coordination, including:
Weekly meetings with the Grant Proposal Officer
Bi‑weekly Fundraising meetings
Cross‑departmental planning and review sessions
-Donor Compliance & Grant Management (cross‑cutting)
Support effective grant management across the project cycle, ensuring compliance with donor requirements and policies.
Coordinate with Programmes, Finance, and MEAL teams to support:
Timely and high‑quality donor reporting
Budget monitoring and revisions
Contract amendments and close‑out processes
Contribute to the capacity building of staff and partners on donor compliance, grant processes, and reporting standards.
Identify compliance risks and support mitigation actions to protect the organisation’s reputation and funding relationships.

5. Education, Qualifications, Competences, Skills Required:
Essential:
Bachelor’s degree (minimum) in International Development, Social Sciences, Business Administration, or a related relevant discipline.
Minimum 5 years’ professional experience in proposal writing, business development, fundraising, and/or grants management within the non-profit, humanitarian, development, or peacebuilding sector.
Demonstrated track record of securing institutional donor funding, including experience with governmental and multilateral donors such as USAID, US Department of State, EU, FCDO, GAC, and similar funding bodies.
Proven experience in grant proposal development and donor reporting, ensuring accuracy, compliance, and timely submission.
Strong understanding of donor compliance requirements, project cycle management (PCM), and reporting standards.
Excellent spoken and written English, with particular strength in high‑quality written communication for proposals, donor correspondence, and reports.
Strong organisational, time‑management, and prioritisation skills, with excellent attention to detail.
Ability to work independently and proactively, as well as collaboratively within multi‑disciplinary and geographically dispersed teams, including remote working environments.
High level of computer literacy, including proficiency in documents, spreadsheets, databases, presentations, online platforms, calendars, and email systems.
Demonstrated ability to coordinate inputs across departments and manage multiple deadlines simultaneously.
Cultural sensitivity and the ability to adapt communication styles across global, regional, and local contexts, including engagement with diverse partners and donors.
Preferred:
Experience working in the international development or humanitarian sector, particularly within peacebuilding organisations.
Previous experience with an international peacebuilding organisation or similar mission‑driven NGO.
Experience working in Jordan and/or across the Middle East and Asia regions.
Familiarity with sport‑based development, peacebuilding, protection, and/or MHPSS programming.
Experience working with local partners, youth networks, and volunteer‑based organisations.
Knowledge of institutional donor systems and funding mechanisms, including UN agencies, EU instruments, and bilateral donors.
Arabic language skills are an asset, but not required.
