JOB CONTEXT:The ceasefire has facilitated a significant increase in humanitarian aid shipments into the Gaza Strip, averaging approximately 600 trucks per day and totaling around 4,200 trucks over the first week. While entry restrictions for trucks have been eased, challenges in cargo distribution persist and require urgent attention.
Ensuring safe and stable supply and delivery pipelines for humanitarian aid remains the highest priority. To support this, Atlas Logistique is adapting its logistics platform services in Gaza, to align with the scaling efforts of the humanitarian community and reinforce the local logistics environment:
- Develop existing AL storage capacities and services in the Middle Area (Central Gaza) and in North Gaza (Gaza City) and continue responding to humanitarian storage needs with the three operational maintenances of AL’s existing warehouse and the assessment of potential new storage capacity
- Continue to provide logistics support to as many humanitarian actors as possible that are implementing projects in Gaza.
- Integrate a temperature-controlled structure sensitive humanitarian inputs to the existing platform to enhance the capacity of humanitarian stakeholders to deliver fast and efficient aid to conflict-affected populations inside Gaza Strip with 15-25°C storage platform for storing medical products that require specific storage conditions
- Develop existing transport services including in hard-to-reach areas, continue to develop partnerships with humanitarian actors and continuously assess the transport-related needs
YOUR MISSION:
Reporting directly to the Area Manager, with functional links with the Atlas Deployment manager (HQ), the
Operations Manager leads the overall implementation of the Atlas Logistique components of HI’s intervention in Gaza, through ensuring sound analysis of the context, subsequent strategic developments and operational oversight, as well as fostering close coordination and partnerships with partners, other humanitarian stakeholders, donors and authorities.
More precisely, he/she in charge of:
- Developing and overseeing Atlas Logistique’s programming in Gaza, as well as contributing to HI’s strategic frameworks on all relevant aspects related to the Atlas Logistique component of HI’s intervention in Gaza
- The operational design, management and monitoring of the Atlas Logistique projects, as well as pilot projects structuring Atlas Logistique's development, ensuring compliance with applicable standards and frameworks
- The identification and analysis of the overall humanitarian community need to ensure that the Atlas Logistique intervention meets these needs and fills observed gaps
- Participating in various coordination mechanisms (clusters, other inter-agency meetings, bilateral coordination) and ensuring representation towards authorities
- Contributing to the identification of new funding opportunities and steering of fundraising efforts to ensure sustainability of Atlas Logistique operations in the country in compliance with HI’s strategic frameworks
- Ensuring sound internal coordination with relevant departments (humanitarian access and security, logistics, HR, finance, etc.)
- Supervising the Atlas Logistique teams in Gaza and ensuring capacity-building as per needs
- Overseeing the smooth and qualitative service provision to user organizations and ensuring accountability towards them and other relevant humanitarian stakeholders
In this framework, the main missions are:
Mission 1: Operational implementation
- Ensure the sound management and monitoring Atlas Logistique field projects under his/her responsibility
- Keeping both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager and other relevant departments, and propose mitigation measures where relevant
- Develop HI’s external influence and positioning (forums, development of operational and strategic alliances, contribution to ethical positioning definition, etc) and the external representation of the organisation (external coordination mechanisms, events, media) in his/her area of responsibility
- Coordinate the teams in his/her area and facilitate inter-department internal coordination
Mission 2: Management
- Manager as a role model: embody HI's values daily and be a role model

Mission 3: Strategy and steering
- Contribute to the development of the Atlas Logistique-related components of the programme operational strategy, and to its implementation and annual monitoring
- Implements the Atlas Logistique component of the Programme’s Operational Strategy, including through sound context monitoring, appropriate planning and deployment of resources, development of partnerships, participation to key coordination mechanisms and steering of fundraising efforts
- Contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes
- Develop and strengthen business development activities, including participating to the StratOps, identifying new partnership and donors and funding opportunities, mapping humanitarian actors, contributing to the development of proposals and concept notes, and promoting Atlas Logistique’s services to expand its operational reach and sustainability
Mission 4: Standards and expertise
Ensure deployment and compliance with HI global frameworks, institutional policies and standards.
CHARACTERISTICS OF THE POSITION:
Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.
Requirements
- You have minimum 3 years of experience in project management in humanitarian emergency response.
- A strong interest / understanding in the field of Logistics is preferable.
- You have experience in external representation and team management.
- You have experience in partnership development and management.
- You have experience in capacity building of local actors.
- You show patience and creativeness and are a good team player !
