Job Description
The HSSE Officer / Specialist is responsible for supporting the implementation, monitoring, and continuous improvement of the company’s Health, Safety, Security, and Environment management systems.
The role aims to ensure a safe and secure working environment, minimize operational risks, prevent workplace incidents, and maintain compliance with applicable laws, regulations, company policies, and international HSSE standards.
The position will work closely with operational teams, contractors, employees, and management to promote a strong safety culture across the organization.
Key Responsibilities
- Implement and monitor the company’s Health, Safety, Security, and Environment policies, procedures, and standards.
- Conduct regular workplace inspections, safety observations, and operational audits to identify hazards and unsafe practices.
- Support the preparation and review of risk assessments, job safety analyses, method statements, and permit-to-work documentation.
- Monitor compliance with local HSSE legislation, regulatory requirements, company standards, and contractual obligations.
- Investigate incidents, accidents, near misses, environmental events, and security concerns, and prepare detailed investigation reports.
- Identify the root causes of incidents and recommend appropriate corrective and preventive actions.
- Maintain accurate HSSE records, registers, statistics, inspection reports, and performance reports.
- Deliver safety inductions, toolbox talks, awareness sessions, and HSSE training to employees and contractors.
- Support emergency preparedness activities, including emergency response plans, evacuation drills, fire drills, and crisis-response exercises.
- Monitor the availability, condition, and proper use of personal protective equipment and other safety equipment.
- Ensure contractors and third parties comply with the company’s HSSE requirements while working on company premises.
- Participate in HSSE meetings, operational meetings, and safety committees.
- Support environmental-management activities, including waste management, pollution prevention, spill control, and environmental inspections.
- Report unsafe acts, unsafe conditions, security risks, and environmental concerns to the relevant management team.
- Track corrective actions arising from inspections, audits, risk assessments, and incident investigations until closure.
- Promote employee participation in HSSE programs and encourage a proactive safety culture.
- Assist in preparing monthly HSSE reports, performance indicators, incident statistics, and management presentations.
- Support external and internal HSSE audits and inspections conducted by regulators, clients, certification bodies, or company representatives.
- Perform any other HSSE-related duties assigned by the line manager.
Education and Qualifications
- Bachelor’s degree or diploma in Occupational Health and Safety, Environmental Science, Engineering, Security Management, or a related field.
- NEBOSH International General Certificate, IOSH, OSHA, or an equivalent recognized HSSE qualification is preferred.
- Additional training in incident investigation, risk assessment, first aid, fire safety, environmental management, or emergency response is an advantage.
Experience
- Minimum of 3 years of relevant HSSE experience, preferably within ports, terminals, logistics, maritime operations, construction, manufacturing, industrial operations, or a similar environment.
- Practical experience in workplace inspections, risk assessments, incident investigations, and HSSE reporting.
- Experience working with contractors and operational teams is preferred.
Knowledge and Skills
- Good knowledge of occupational health and safety legislation and industry best practices.
- Understanding of ISO 45001, ISO 14001, and other relevant HSSE management standards is preferred.
- Ability to identify hazards, assess risks, and recommend practical control measures.
- Strong incident-investigation and report-writing skills.
- Good communication, presentation, and interpersonal skills.
- Ability to deliver training and communicate safety requirements clearly to employees at all levels.
- Strong attention to detail and ability to maintain accurate documentation.
- Ability to work independently and as part of a multidisciplinary team.
- Good problem-solving and decision-making skills.
- Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.
- Good command of written and spoken English. Arabic language skills are an advantage.
