Position Summary
Under the supervision of the Monitoring, Evaluation and Collaboration and Learning Manager (MEL&CLA Manager), the MEL Specialist is responsible for assisting the MEL & CLA Manager in all activities related to MEL indicated in the Activity Monitoring, Evaluation, and Learning Plan (AMELP), specifically taking responsibility for data collection and checks from technical team members and updating the project’s activity trackers.
Essential Job Functions
- Provide professional guidance and hands-on assistance to all WEC staff, partners, and grantees on issues related to M&E.
- Assist and provide training and orientations for project staff, partners, and grantees on the WEC AMELP, MEL system, USG guidelines, data collection techniques, standards, and best practices.
- Maintain up to date hard and electronic files of all data and documentation.
- Assist in the development and maintenance of MEL system and Airtable database.
- Ensure that all monitoring data reported aligns with PIRS definitions, calculation methods, and frequency.
- Assist field-based activities, grantees, sub-contractors, and secondary data in their data input, ensuring data entry into an established project database.
- Conduct on-site monitoring of program activities collecting both qualitative and quantitative data.
- Conduct routine spot checks to ensure data has been accurately collected from program beneficiaries and assess the quality of collected data and provide feedback to parties responsible for data collection.
- Support the reporting of results through and USG/Jordan systems and other USG MEL database systems as required.
- Visualize and analyze performance and complexity-aware monitoring data as necessary for reports and internal use.
- Support special studies and analyses as necessary to inform project learning.
- Maintain PowerBi and dashboards visualizing performance data.
- Support the CLA efforts to ensure that collaborating, learning, and adapting (CLA) guides interventions, encourages learning, and modifies activities with lessons learned and feedback received.
- Support the development of plan of action for CLA execution and implementation.
Required Qualifications
- Bachelor’s degree in a relevant field (e.g., Statistics, Economics, MIS, software Engineer, Data management).
- A minimum of 3 years of professional experience in monitoring and evaluation activities for donor-funded projects or U.S. government agencies is required, preference to Water sector
- Experience working on grantees reporting requirements and monthly submissions.
- Must be proficient in Microsoft Office applications such as Excel, Word, PowerPoint, etc.
- Excellent interpersonal skills, including patience, diplomacy, teamwork and openness to feedback.
- Ability to work individually and as part of a team in a team environment.
- Professional fluency in English and Arabic is required for verbal and written communication.
Preferred Qualifications
- Experience in Air-Table system and Power BI is preferred.
Work Environment / Environmental Factors
- This position is full-time and generally follows a standard business schedule; however, extended hours, early mornings, evenings, weekends, or overtime may be required based on project needs and deadlines.
Additional Information
- This is a full-time (FT) position based in Amman, Jordan. The standard work schedule is Sunday to Thursday.
