Job Description
Overall Objective
Under the direct supervision of the Head of Mission for (HOM) and the technical guidance of HQ’s Audit Officer, the Audit & Legal Specialist will be mainly responsible for all compliance related matters, supporting the HoM in coordinating external audits .
Additionally, his/her other tasks entail conducting internal audits or spot checks, following-up on recommendations from these internal spot checks and from external audits and following up on major financial risks identified by the different departments. The Compliance Specialist will work closely with all Mission Support departments (Logistics, Administration and Finances, Human Resources and cross cutting coordination) for the identifications of gaps, corrective measures to be taken to upgrade the standards in terms of internal processes, also basing on the existing recommendations from external sources (external audits, grants requirements, partners’ best practices)
Overall, the Audit Specialist’s main objective is to promote a culture of integrity, transparency, accountability, and ethical practices in PUI. He/She initiates, suggest to HoM and support the follows-up on risk reducing measures linked to the non-compliance with PUI’s internal procedures, donor guidelines . He/she is responsible for providing assurance on the degree of control of PUI operations in accordance donors’ regulations and requirements, and PUI internal policies and procedures. The compliance specialist will closely liaise with the audit officer at HQ in order to coordinate all audit-related matters
Responsibilities
Tasks and responsibilities
- Compliance expert: He/she provides support to the teams on compliance issues ( donor guidelines, PUI internal norms).
- External audit: He/she coordinates the preparation and conduct of external audits in coordination with the departments concerned of the mission and at HQ.
Tasks
- Internal audit: He/she carries out regular, random, or targeted checks to ensure compliance with PUI policies & procedures. He/she drafts recommendations aimed at fixing the non-compliances identified as part of the internal audits or on an ad-hoc basis.
- Recommendation Follow-up: He/she is supporting the HoM for the implementation of internal and external recommendations.
- Training and capacity building: He/She performs the induction of new staffs and provides training to national and expatriate staff and to Implementing Partners on Compliance with the existing training materials available.
- Implementing partners spot check: he/she conducts monitoring exercises with the local partners in accordance to the risk level identified at the due diligence stage in close collaboration with the partnership supervisor.
- Record keeping & Archiving: He/She Verify that the Paper and Digital Archiving SOPs are implemented in coordination with the departments, and updates those SOPs upon necessity.
Specific objectives and linked activities
Core Responsibilities And Tasks
- Be the compliance focal point for all departments
- Provide expert-opinion on all compliance-related (, donor guidelines, PUI internal norms) questions from the departments of the mission;
- Participate in the establishment and / or improvement of internal procedures and tools;
- Provide trainings on the audit process, on major risks or on compliance with donor and internal procedures if necessary and based on observations from external and internal audits or from an ad hoc risk assessment;
- actively participates in project monitoring and highlights the main risks in line with donor rules
- Support the HoM in Coordinating and act as focal point for external audits
- Update the existing external audit calendar; inform the departments of incoming audits; support the HoM in negotiating audit dates with auditors and donors when necessary and indicated by the departments;
- Be the focal point for auditors (the link between the mission and auditors) before, during and after the audit;
- Prepare the external audits: inform HQ of any audit notification, present the Mission to auditors, shares the requests for documentation to the coordinators, centralizes the feedback and presents consolidated responses to the auditors, along with the support of coordinators;
- Discusses issues and recommendations with auditors: draft the responses to the Management Letters (ML) of audits in coordination with other departments. Consults with HQ on best approaches to respond to ML;
- Capitalizes on the challenges and lessons learned after each external audit.
- Carry out internal audits in accordance with the internal audit plan and standard procedures.
- Update the existing audit plan with newly identified risks and priorities, in collaboration with all departments;
- Cary out audits of documentation, internal and donor procedures and processes, at mission level;
- Formulate internal recommendations and communicate with the concerned departments.
- Audit and capacity-building of Implementing partners
- Using the existing materials, provide trainings on audit and compliance to implementing partners aimed at reducing risk exposure for both PUI and the implementing partner;
- Carry out spot check(s) of the local/national partner(s) at different intervals while furnishing spot check reports;
- Participate in the due diligence process for the local/national partners for audit aspects.
- Follow-up of existing and new internal and external recommendations.
- Regularly update the Recommendations Follow-Up tool with new recommendations from internal and external audits;
- Shares recommendations with relevant departments and discuss/establish an action plan for implementation with them;
- Monitors the implementation of external and internal audit recommendations;
- On demand, report on progress to the HQ audit department.
- Risk Management.
- Identify areas of risk identified during internal or external audits or on an ad-hoc basis;
- Documentation / Archiving coordination
- Verify that the Paper and Digital Archiving SOPs are correctly implemented by the departments, and update those SOPs upon necessity

Master degree in Audit management
Master degree in Finance / Accounting
Professional Experiences
- Required
- Minimum 3 years experience in a similar position
- Experience(s) in NGO
