Role Description
We are seeking an experienced HR Expert for a limited-term, on-site contract to support human resources initiatives within government entities. The ideal candidate will have deep knowledge of public sector HR practices, civil service laws, and experience implementing HR frameworks that align with national workforce strategies.
Key Responsibilities
- Provide strategic HR support in alignment with government regulations, civil service laws, and public sector HR frameworks
- Develop and implement HR policies and procedures tailored to the needs of government entities
- Oversee recruitment, onboarding, and workforce planning in compliance with national employment guidelines and public sector hiring practices
- Ensure alignment with labor laws, public employment regulations, and internal HR governance
- Support performance management, employee development, and succession planning initiatives within government structures
- Advise on organizational structuring, job grading, and compensation strategies in line with public sector standards
- Collaborate with government stakeholders to support HR transformation
- Lead or support HR training, capacity building, and awareness programs within ministries or public organizations
- Ensure compliance with all audit and reporting requirements related to HR in the public sector
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field (Master’s degree or HR certification such as CIPD, SHRM is a plus)
- 3–5 years of HR experience, with at least 2 years supporting government or public sector organizations
- Strong knowledge of civil service law, public sector HR systems, and labor regulations in the region
- Proven experience in developing HR frameworks, job classification systems, and talent development programs
- Excellent communication, stakeholder engagement, and coordination skills
- Very good spoken and written English (B2+ or higher)
- Experience in organizational excellence is an advantage
- Ability and willingness to travel regionally or internationally as needed
