The Senior Health manager’s main responsibilities are to provide guidance and leadership to the IRC Jordan health program, including in position IRC’s Health activities along the humanitarian-development nexus. The senior Health manager will oversee both implementation of direct services as well as lead the partnership and transition strategy toward health system support and strengthening as well as plan\deliver the capacity building of implementing partners. The Sr. health manager will provide overall technical guidance to the teams of both components and ensure the smooth implementation and strategic development of the preventive and curative health components, Primary health care interventions and specialized intervention at the facility level and referrals and manages efficient and effective implementation in the IRC Zaatari Health Clinic and the Targeted individual assistance with the affiliated facilities (Cash for Health, Vouchers and Referrals), in close collaboration with senior health officers in Jordan in addition to having responsibility across the Program for providing technical support to the operations department. The Sr. health manager will work closely with the health Technical Unit and other sector programming to effectively harmonize and integrate health programming across the different sub-sectors of IRC, bringing in line the efforts of health, community outreach and protection to have an integrated and high-quality response to health care.
Major Responsibilities
Program Management, Technical Quality and Strategy
- Lead the overall strategic direction, leadership, and management to all health programs within the IRC Jordan Country Program in line with the country strategic action plan including functional primary health care facility at the camp setting, cash for health of NCD cohort, referrals to specialized health services, and support the health system strengthening \support activities and reproductive health and community health.
- Lead on Health sector components of the Strategy Action Plan in Jordan, along with the Implementation Plan and key Strategic Objectives identified in Jordan (Client Responsiveness, Partnerships, Outcomes & Evidence)
- Actively support the health team members in the development, implementation, and monitoring of health interventions in their area of operation including clinical services, community health outreach, referrals of NCD and other morbidity to a higher level of care as guided by the cash for health strategy.
- Develop and/or improve monitoring and evaluation mechanisms for the health programs, ensuring that teams adhere to international and national standards and supporting the senior health officer to develop and improve the referral pathway in the camp as needed.
- Leading the implementation in the field with IRC affiliated partners on provision of services toward the NCD cohorts, and other new morbidities as agreed with donors and new projects, in addition of development the criteria of the NCD cohort and the referral pathways between IRC and other partners as needed.
- Conduct regular communication and program monitoring meetings with health team members, in line with the Project Cycle Management guidelines.
- Work collaboratively to leverage the integration approach with other program sectors where appropriate, including Early Childhood Development and Women’s Protection and Empowerment programming.
- Co-define and develop of Annual Technical Support Plans and TOR for Technical Advisors from the Health TU to conduct quality checks and training to support clinical and cash for health implementation.
- Work closely with all health team members to ensure recommendations highlighted from TA visits are implemented, adapted and shared throughout the program sites.
- Conduct regular field visits to identify opportunities for expansion and improvements in program efficiency and quality.
Program Development, Grants Management and Reporting
- Co-lead the strategy development of IRC health programming, as needs are identified and funding opportunities arise, including with an emphasis on funding across the humanitarian-development nexus.
- Coordinate the technical development of new proposals and initiatives for the IRC Jordan in accordance with the strategic action plan.
- Develop budgets for program proposals in conjunction with the health team members, grants, and finance departments, along with budget and project modification activities.
- Review, monitor and ensure high-quality, detailed program spending, procurement, and work plans for the health program.
- Work with health technical unit advisors on regular data review processes, quality assessments, and develop\execute the required corrective action plans.
- Organizing the essential drug lists and add any needed medication or medical supplies to the lists based on the actual need of the grant and the type of implementation that the camp-based clinic is providing, in addition to support in organizing the stores and stock management process for the medical & non-medical supplies to avoid misusing clinic supplies, and reviewing the inventory reports for medical and non-medical supplies on a monthly basis to ensure providing the services in our clinic without over or under stocking.
- Coordinate the management of drugs and medical supplies, including selection, procurement, distribution, and ensure continuous availability of appropriate medicines and supplies.
- Ensure the Project Cycle Meetings are prepared and conducted in accordance with other health team members or directly, and that action points are followed up in a timely manner.
- Review technical aspects of internal and external reports prepared by the different health team members within agreed deadlines using IRC and donor formats, as required.
- Provide support and oversight to program managers on Budget vs. Actual reports and bring any over/under expenditure issues to the attention of the SMT, Grants and Finance teams along with proposed corrective actions.
- Working with the senior health officers to handle the satisfaction surveys & beneficiaries’ feedback to improve IRC’s services and ensure the highest attainable quality level.
- Preparing spending plans, procurement plans & cash projections for the relevant departments.
- Participates in updating Health PEERS Basic Stakeholder Analysis and Program Approach related to the NCD and women’s health component.
- Supports the communication department in the monthly Jordan Staff newsletter, Videos newsletter, or where needed (providing talks, articles, videos and/or looking for appropriate speakers that can do so).
- With support from the health technical unit, create and adapt monitoring tools that assist in tracing patients and their treatment protocols and guiding medical staff accordingly.
- Ensure the IRC health information system (HIS) and required tools are up to date in terms of data points, and the organizational standards of data confidentiality and management are in place, in addition ensure proper collection and analysis of medical data associated with health program projects for the monthly reports of the health data, including critical analysis.
Partnerships and Coordination
- Revise and monitoring the delivery of IRC Jordan’s Health Strategy and ensure that program implementation decisions are grounded in a strong assessment of local and governmental partners and systems.
- Lead and develop IRC’s strategic relationship with the Ministry of Health and key health institutions in Jordan, and represent IRC’s Health program with government, civil society, private sector, and academic stakeholders.
- As guided and in collaboration with the country SMT, cultivate strong relationships with potential implementing partners, donors, embassies, and key multilateral stakeholders to build IRC’s visibility as the health partner of choice in Jordan.
- As guided and in collaboration with the country SMT Actively co-develop and lead in different coordination forums, including the Health Sector Working Groups, Jordan Response Plan Task Force and ensure similar coordination is effective at the camp and governorate levels.
- In collaboration with the Health Technical Unit, support the development and adaptation of CSO and system strengthening, support and local actors’ capacity building program components.
- Upon request and as guided by the country Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC’s programming in Jordan.
- Organizing the work with IRC Partners and contracted facilities to deliver the needed services according to IRC and donors’ policies and agreements.
- Ensures that all policies, procedures, and practices follow the local authority's IRC, donor, and national requirements.
Staff Performance Management, Learning & Development
- Recruit, supervise, and build the capacity of health team members in relevant technical and management competencies including develop and implement management capacity building approaches to build the strengths of the health team in Jordan.
- Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.
- Identify training needs of health staff and develop formal/informal training interventions or identify appropriate external training that will enhance clinical, public health, management, and reporting skills.
- Approve and manage attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews
- As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies
- Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicate through word and example a high standard of compliance with all applicable policies and regulations.

Minimum Qualifications
- Public health or health professionals with clinical or community health background, ideally with experience in both humanitarian and development Health contexts.
- Minimum of five years professional experience managing (designing and implementing) Health programs including humanitarian and development.
- Demonstrated successful experience in capacity building, project design and program coordination.
- Demonstrable experience working with local partners in the delivery of health programs, as well as working with the Ministry of Health and Directorates of Health on system support and system strengthening initiatives.
- Experience working with and coordinating with the WHO, World Bank, UN, donors, INGOs and other stakeholders.
- Strong writing and analytical skills, including M&E and assessment data framework for use in program decision-making and humanitarian advocacy.
- Competence in Windows, MS office programs, emails and relevant health database (DHIS+ etc.).
- Fluent in spoken and written English and Arabic is required.
