ROLE PURPOSE: The Global University Academy Programme Officer is responsible for ensuring strong coordination between GUA partner universities, teaching faculty, and learning hubs in Za’atari and Azraq.
The role focuses on maintaining the quality, consistency, and relevance of academic delivery across hubs, while ensuring smooth integration with operational structures led by the implementing partner and aligned with UNHCR frameworks.
They will serve as the bridge between academic systems and field implementation, ensuring that students receive high quality, structured, and supported learning experiences.
Functional Coordination: The Global University Academy Programme officer will work in close coordination with both :
SCJ Connected Learning Officer, who serves as the primary focal point for project implementation and day-to-day operational alignment within SCJ as well as link to SCJ support services as needed
GUA Office who coordinates the involvement of GUA university members and provides strategic oversight on the development of the GUA offer.
Coordination with the SCJ Connected Learning Officer includes planning, implementation, and reporting processes related to learning hubs to ensure consistency with SCJ priorities, systems, and compliance requirements.
Coordination with GUA office includes academic pathways development, overall courses coordination and follow-up, regular data collection/research, communication and fundraising.
SCOPE OF ROLE:
Reports to: GUA Office in coordination with GUA OIC at SCJ.
KEY AREAS OF ACCOUNTABILITY:
A. Academic Coordination & Quality Assurance
Maintain active coordination with GUA universities, academic coordinators, and teaching faculty.
Oversee academic processes, including:
Course delivery alignment
Student assessments and exams
Certification and diploma processes
Tutoring and academic support systems
Ensure consistency and integrity of academic standards across Za’atari and Azraq hubs.
Support course evaluation processes and continuous improvement of academic offerings.
B. Student Journey & Academic Oversight
Participate in student selection processes to ensure alignment with programme criteria.
Participate in monitoring student academic progress, challenges, and retention.
Ensure proper academic reporting, including:
Monthly progress tracking
End of term student reports
Coordinate with hubs’ teams to strengthen academic support to students.
C. Coordination with Learning Hub Teams
Provide technical oversight and guidance to:
Hub Managers
Academic Support Officers
Facilitators
Ensure effective communication between students, faculty, and hub teams.
Support hubs in creating engaging and inclusive learning environments.
Organize and run training/onboarding for new staff in the Learning Hubs
D. Strategic Planning & Programme Development
Contribute to the strategic development of learning hubs in collaboration with the implementing partner.
Ensure updating and reflecting needs assessments in programme design.
Support the integration of GUA academic programmes into broader project proposals and expansion plans.
E. Quality Control & Standards
Ensure implementation of minimum quality standards across hubs.
Monitor academic delivery and identify gaps or risks.
Recommend improvements to strengthen programme quality and student outcomes.
F. Stakeholder Engagement
Liaise with:
GUA Office
Partner universities and faculty
UNHCR (as relevant to academic programming)
Implementing partner teams
Donors
Represent the academic component of the programme in coordination meetings when needed.
Initiate and contribute to communication and outreach activities to create visibility.
Identify fundraising opportunities and contribute to proposals.
G. Capacity Building & Support
Participate in GUA academic and platform trainings.
Support capacity building of hub teams on:
Academic processes
Online learning systems
Student support approaches
H. Reporting & Documentation
Ensure alignment with GUA and UNHCR reporting requirements.
Contribute to programme reporting, including inputs for donors and partners.
3. Expected Deliverables
Monthly academic progress reports across hubs, aligned with SCJ reporting cycles and shared with relevant programme and Project Officer.
End of term student performance summaries, integrated into SCJ MEAL frameworks and indicators
Updated academic coordination plans per module, in coordination with SCJ Connected Learning Officer and hub teams as needed.
Recommendations for programme improvement, informed by data and aligned with SCJ programme and operational priorities
Documentation of academic processes and quality assurance measures, in line with SCJ MEAL and reporting requirements
5. Working Conditions
Regular visits in Za’atari and Azraq camps
Close coordination with both field teams and academic institutions
Participation in regular meetings with GUA and implementing partner
7. Coordination & Governance within SCJ
The Education Coordination S. Officer will coordinate closely with the SCJ Connected Learning Officer, who leads the day-to-day oversight of the Connected Learning programme within SCJ.
All academic planning, implementation, and reporting processes to be aligned with SCJ internal systems, and coordinated through Connected Learning Officer to ensure:
Integration with programme, MEAL, and operations functions
Compliance with SCJ procedures and standards
Coherent communication and decision-making across hubs
The Connected Learning Officer serves as the primary internal focal point for ensuring alignment between GUA academic delivery and SCJ programme priorities.

Qualifications & Experience
Bachelor’s degree in education, Social Sciences, Social Work, Business Administration, Health or a related field (master’s degree in education, Development, or related field is an asset).
7–10 years of progressive experience, preferably in education/ protection, within NGO/humanitarian settings.
Demonstrated experience in academic programme coordination, higher education, or e-learning/connected learning environments.
Strong experience in capacity building, including coaching, mentoring of volunteers and community-based actors.
Proven ability to coordinate with multiple stakeholders, including academic institutions, partners, and field teams.
Solid understanding of MEAL frameworks, data collection, and using data for programme improvement.
Experience working with refugee or vulnerable populations, with strong cultural sensitivity and adaptability.
