Position Title: Project Manager – Strong Water Utilities / Water Wise Women Empowerment Project
Duty Station: Karak Governorate, with regular field visits to Ma’an, Tafileh, and JOHUD Headquarters in Amman
Reports to: JOHUD Senior Management
1. Background
The Strong Water Utilities project, funded by GIZ, aims to empower women’s groups in Karak, Tafileh, and Ma’an to advocate for improved water supply services, promote sustainable water use, and enhance equitable access for vulnerable groups, particularly persons with disabilities. The project integrates technical water efficiency interventions, women’s leadership development, and structured collaboration between communities and water service providers. It builds on JOHUD’s Water Wise Women (WWW) model and is implemented through JOHUD’s Community Development Centres (CDCs).
2. Purpose of the Position
The Project Manager will lead, coordinate, and oversee all aspects of project planning, implementation, monitoring, and reporting in accordance with GIZ contractual and compliance requirements. The role involves managing the project team, budget, procurement, and partnerships while ensuring gender equality, inclusion, sustainability, and community participation.
3. Key Responsibilities
Project Management & Coordination
- Lead the overall planning, execution, and monitoring of project activities across the three governorates.
- Ensure all interventions align with the project’s logical framework, milestones, and GIZ grant requirements.
- Facilitate coordination between JOHUD’s CDCs, local authorities, water utilities, community-based organisations (CBOs), and the WWW network.
Financial & Procurement Oversight
- Manage and monitor the project budget in compliance with GIZ’s Requirements for Grant Recipients regarding Budget and Financial Processing.
- Ensure procurement processes comply with GIZ procurement guidelines and JOHUD’s internal procedures.
- Review and approve expenditure requests, ensuring cost-effectiveness and adherence to the approved budget.
Team Management
- Supervise project staff, including the Field Supervisor(s) and technical/administrative support.
- Provide guidance, mentorship, and capacity-building for the project team.
Technical Oversight
- Oversee baseline assessments, beneficiary selection, and design of interventions.
- Supervise procurement and installation of water-saving and storage devices, barrier-free access modifications, and other infrastructure works.
- Ensure quality control and compliance with safety and accessibility standards.
Capacity Building & Community Engagement
- Facilitate the establishment and governance of WWW groups.
- Oversee delivery of training programmes on advocacy, leadership, water management, green economy, and food–water nexus.
- Support community awareness campaigns and stakeholder roundtables.
Monitoring, Evaluation & Reporting
- Ensure timely collection and analysis of monitoring data in line with the project’s MEL framework.
- Prepare and submit high-quality narrative and financial reports to JOHUD and GIZ, in line with reporting schedules.
- Document lessons learned, success stories, and good practices.
Stakeholder Representation
- Represent JOHUD in meetings, workshops, and coordination forums at local, national, and donor levels.
- Maintain active communication with GIZ, relevant ministries, local councils, and civil society partners.
4. Qualifications & Experience
- Bachelor’s degree in Water Resource Management, Environmental Engineering, Development Studies, Social Sciences, or a related field (Master’s preferred).
- PMP certification preferred.
- Minimum 5–7 years of experience in managing donor-funded development projects, preferably in water management, WASH, or community development.
- Demonstrated experience in financial management, procurement, and donor compliance.
- Strong track record of engaging with women’s groups, vulnerable populations, and community-based organisations.
- Excellent organisational, communication, and interpersonal skills.
- Proficiency in Arabic and good command of English.
- Computer literacy, including MS Office and basic monitoring/data collection tools.
